Army 3PL Solicitation – SPE1C1‐20‐R‐0058 Questions and Responses
1. In regard to AGSU Kitting, are the kits as standard preset or are they customizable? A: The kit composition (either men’s or women’s) consists of 15 items listed in section 4.1 of the solicitation attachment. The sizes of the items in the kit will vary depending on the sizing requirements of an individual soldier. If preset, how many kits are there? Will a specific preset kit forecast be given? A: See above. No specific preset kit forecast will be given.
2. What is the AGSU kitting pick quantity – case, carton or each? A: The Contractor will be required to consolidate the items composing the men’s and women’s kits into a single multi‐pack container / box containing the entire kitted order. (See section 4.0 of the solicitation attachment)
3. Are AGSU kits part of the profile of the MROs or are Kits shipped as a separate type of MRO?
Kits are shipped separately from MROs. (For example, in year two, would the 260K MROs include as part of their profile, 85K Kits or should we see the Kits as additional orders for a total of 345K MROs?) A: The 85K would be in addition to the 260K MRO estimate.
4. For AGSU kitting, are there any customizations to the orders (names, rank insignia, etc.) A: No names, ranks or insignia need to be added or sewn on to uniforms provided in the kits.
5. For AGSU kitting, are there any special receiving requirements for any of the destinations including base access or delivery windows? A: It is possible, however requirements for specific destinations are unknown at this time.
6. For AGSU kitting, are there any returns to process? A: Yes – there will be returns to process both for standard MRO orders and for AGSU kits.
7. Pages 104 and 105 of the solicitation attachment describe the requirements for the AGSU
Kitting. The solicitation does not state how the contractor will receive the AGSU Kitting Orders.
(Will the information be sent in a spreadsheet, come via EDI, or via other means?) A: While EDI may be used, the method of transmission of AGSU kitting orders is currently being developed.
8. Due to the cost to the contractor to insure $250 ‐ $300 Million of government owned property, would the government consider self‐insuring the inventory? A: No – This requirement will remain as stated under section 2.7.

(VVM) at each of the four (4) Recruit Training Center sites? A: Yes an individual is at each of the four RTC locations.

11. The information requested under section 5.1. Transaction History Web Portal is communicated daily through EDI transactions. Would this be sufficient for this requirement? A: No. The transaction history web portal is necessary and is a requirement separate from transactions transmitted via EDI.
12. Can the Contractor include the cost to develop the Transaction History Web Portal in the overall price proposal? A: Yes.
13. Pages 106 and 107 of the solicitation attachment describe the requirements for the Transaction
History Web Portal: It would be helpful to obtain the estimated number of users that would have access to the web portal as we will need to plan for licenses. A: Estimated minimum number of users is 40.
14. The requirements indicate that the web portal shall display the requisition’s proof of delivery including the signature (if available). Carriers do not make the image of a signature readily available for viewing. Please clarify that the Typed Name of the signer is acceptable. Foregoing the requirement would reduce the cost to the federal government, would this be considered?
A: The typed name of the signer is acceptable.
15. What is the total SKU count? A: The number of items in storage will vary at any given time.
Recent counts by SKU ‐‐ also referred to as a National Stock Number (NSN) – are in the 3000 to
