About this file

This document is a Question and Answer (Q&A) memorandum from the 102d Intelligence Wing of the Department of the Air Force, specifically from the 102d Civil Engineer Squadron (CES/BCE) at Otis Air National Guard Base in Massachusetts, dated 27 June 2025. The memorandum documents a site visit for project SPBN253101, which involves inspecting and certifying fire protection systems in Buildings B149, B156, and B162. The site visit was attended by one contractor representative from A&E Fire Protection (Mr. Steve Walsh) and two Massachusetts Air National Guard members (MSgt Sean Kerrigan and Maj Vincent Tripodi).

The memorandum captures a specific contractor inquiry about whether a base electrician would be available to operate the fire panel during testing. The official response clarifies that federal regulations prohibit supplementing contracts with government employees, and therefore the contractor must provide all necessary personnel, materials, equipment, tools, vehicles, and other items required to perform the work within the project's scope. Contact information for follow-up questions is provided for Maj Vincent J. Tripodi, who is identified as the Base Civil Engineer, with an email and telephone number for further communication.
