About this file
This document is a Question & Answer (Q&A) memorandum from the 102d Intelligence Wing (IW) of the Department of the Air Force, located at Otis Air National Guard Base in Massachusetts, dated 15 June 2025. The memorandum documents a site visit for project SPBN253101, which involves inspecting and certifying fire protection systems in Buildings B149, B156, and B162. During the site visit, one contractor (Cogswell Sprinkler) and three Massachusetts Air National Guard members were present. The key discussion point was the availability of drawings prior to bid opening, which the Air Force confirmed would be sent to the state contracting official for posting to the solicitation.
The memorandum provides contact information for further inquiries, specifically directing interested parties to Major Vincent J. Tripodi via email (vincent.tripodi.1@us.af.mil) or telephone (508-968-4238). The document is addressed to Ms. Michaela A. Kochka, the State Contracting Officer (KO), and includes a digital signature from Major Vincent J. Tripodi in his capacity as Base Civil Engineer. No attachments were included with the memorandum, and the document serves primarily as an official record of the site visit and contractor question resolution for the upcoming fire protection system inspection project.
