SUBJECT: Request for Proposal (RFP), Solicitation No. 80GRC022R0016, for Space Flight Systems Development and Operations Contract III (SpaceDOC III) Contract
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Glenn Research Center’s (GRC) Space Flight Systems Development and Operations Contract III (SpaceDOC III) Contract solicitation. The principal purpose of this requirement is to deliver technology development hardware and software, space flight hardware and software, ground support equipment, spares, operational support and research data. As such, the contractor shall be responsible for the definition, design, development, analysis, fabrication, assembly, test, verification, delivery, and/or operation of space flight systems, associated support systems and equipment, and related ground development activities, that include research and technology developments and demonstrations. This contract scope can support all NASA GRC work content as described above and all NASA mission directorates as well as other agreements NASA has with other government agencies and non-government organizations.
NASA will conduct this acquisition as a small business set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715 - for businesses operating in the engineering research and development sector (except for nanotechnology and biotechnology) and the small business size standard is 1,000 employees.
This competitive acquisition will result in a Cost-Plus-Fixed Fee (CPFF) Core requirement and an IDIQ requirement with the ability to issue CPFF and Firm-Fixed Price (FFP) delivery orders.
The contract will have a core period of performance of a 36-month Base Period, a 24-month Option Period 1, a 24-month Option Period 2, and a 6-month Optional Extension. The effective ordering period of the IDIQ portion of this contract coincides with the core period of performance.
The anticipated contract award date is August 30, 2023, with a December 1, 2023 contract effective date following completion of phase-in activities. The contract will be performed onsite at NASA GRC and offsite at the Contractor’s facilities.
Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:
1. A three (3) month Phase-in period will be conducted as a FFP CLIN.
2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the RFP.
3. NASA has determined that this acquisition may give rise to a potential Organizational
Conflict of Interest (OCI). Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting. Offerors will be required to submit OCI Plans and Assessments with their proposals. The successful Offeror’s OCI Plan will serve as a contract compliance document per NASA Federal Acquisition Regulation (FAR) Supplement (NFS) 1852.237-73 Release of Sensitive Information. More information on OCI submissions can be found in RFP section L.33 Notice of Potential Organizational Conflicts of Interest.
4. NASA GRC appreciates the comments received in response to the release of the Draft
RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. Offerors are responsible for proposing to the entirety of the Final RFP, including, but not limited to, the following changes or clarifications:
o Added language in RFP Section C.1 describing Statement of Work content o Added a new Period of Performance clause in RFP Section F.4 o Updated language in RFP Section F.5 to change 10% of the work shall be performed at GRC to a portion of the work shall be performed at GRC.
o Added 1852.227-70 New Technology – Other than a Small Business Firm or Nonprofit Organization to RFP Section G o Added Rights in Data – Special Works to RFP Section H.

This list is not intended to cover all changes nor describe all RFP requirements.
Offerors should carefully review the RFP in its entirety.
5. Be advised, in accordance with RFP Provision L.37, Offerors need to encourage their references to submit their PPQ in accordance with the instructions in Attachment J.2-B prior to proposal due date.
6. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.
7. Offerors will have the ability to propose milestone payments for CLIN 0001 Phase-In.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF). Cost/Price templates will be submitted in Microsoft Excel format with working cell formulas, as well as PDF within the Offeror’s Cost/Price Volume.
Documents related to this acquisition, including this letter, the solicitation, attachments, and any amendments will be attainable electronically from the World Wide Web through the
Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This RFP does not commit NASA GRC to pay any proposal preparation costs, nor does it obligate NASA GRC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
Proposals submitted in response to this solicitation shall be due no later than 5:00 PM ET on May 3, 2023. Proposals for this solicitation are required to be submitted through NASA Box, a FedRAMP Moderate certified platform. Potential Offerors, especially those that have not previously submitted a proposal utilizing NASA Box, shall review the instructions in Section L.26 and Attachment J.2-I, Instructions for Setting up a Box Account, regarding proposal submission, as these have changed since the Draft RFP. In particular, note the deadline of 14 calendar days prior to the proposal due date for all submitters of proposal documentation to create a NASA Box account and notify the Contracting Officer, as only those individuals will have the ability to upload proposal information. Offerors are required to ensure Major Subcontractor and Teaming Partner submissions are made to NASA Box no later than the date and time specified for proposal submission and comply with all solicitation instructions.
Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA Box.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel.
