Space Flight Systems Development and Operations Contract III (SpaceDOC III) Final RFP
Questions & Answers
80GRC022R0016 – SpaceDOC III
Q1: Does the Government want (1) one consolidated Mission Suitability volume that includes the attachments (one file), (2) a separate Mission Suitability file and a consolidated attachment file (two files), or (3) a separate Mission Suitability file and eight separate attachment files (nine files)?
A1: For Volume I, the Government requires a separate Mission Suitability file and eight separate attachment files for nine files total. This does not preclude Offerors from combining files into a single .zip file for submission, as encouraged in RFP Section L.26.
Q2: Can the Government please clarify if they are providing an attachment J.2-C?
A2: The Government is not providing attachment J.2-C Total Compensation Plan with the RFP. The Government is removing the attachment from the list in RFP Section J.2 in this Amendment 2.
Offerors shall submit the Total Compensation Plan as a part of their proposal as required in the RFP.
Q3: What is the Government's approach for Surveillance?
A3: The Government is adding Attachment J.2-J Surveillance Plan back to the RFP, in this Amendment 2, as a reference to provide information on the Government surveillance approach.
Q4: Are subcontractors allowed to submit their proprietary list of contracts and subcontracts directly to the Government via NASA Box?
A4: No, the Offeror must submit the Organizational Conflict of Interest (OCI) Assessment in full itself.
Per Section L.33(g) of the RFP, the Offeror is responsible for submitting the OCI Submission, which consists of (1) the OCI Assessment and (2) the OCI Plan. Per Section L.33(g)(1), the “Offeror shall identify any organizational interests (financial, contractual or other) that would be affected by performance of the SpaceDOC III requirements, whether by it or its proposed subcontractors.” Per Section L.33(g)(1)(D), “If any of the interests identified above may give rise to a conflict or potential conflict, the Offeror shall address how it will avoid, neutralize, or mitigate the OCI.” If the Offeror is not privy to the existence of subcontracts that may give rise to organizational conflicts of interest, the Offeror will not be able to adequately identify organizational conflicts of interest per Section L.33(g)(1) or address how it will avoid, neutralize, or mitigate the OCI per Section L.33(g)(1)(D).
Q5: Section L.33 states, "Sufficient information must be provided to allow a meaningful evaluation of the potential effect of the interest on the performance of SETS." Should "SETS" be replaced with "SpaceDOC III?"
A5: Yes. This correction is included in this Amendment 2.
Q6: Please confirm that subcontractors with Time and Material type subcontracts, regardless of value, are not required to submit a total compensation plan as part of their Cost/Price volume.
A6: A Time and Material contract is not a fixed-price contract, per FAR 16.600. Subcontractors with cost reimbursement or noncompetitive fixed-price type subcontracts having a total potential value expected to exceed the threshold for requiring certified cost or pricing data as set forth in FAR 15.403- 4 are required to submit a total compensation plan, per FAR 1852.231-71(d).
Q7: Will the government consider an Offeror’s Defense Contract Management Agency (DCMA)-issued Forward Pricing Rate Recommendation (FPRR) as sufficient basis for proposed indirect rates provided on Form 4 in lieu of completing the supporting indirect tabs (i.e., 4a, 4b, etc.) detailing historical rate information and rate forecasts?
A7: No, all indirect rates not supported by a Forward Pricing Rate Agreement (FPRA) require historical and forecasting data to be provided within the Government Forms in accordance with the RFP instructions.
Q8: May the headers and footers of Cost/Price Forms be modified to include the Offeror’s information and proprietary data disclosure?
A8: Yes.
Q9: Page 108 states, “(2) Mark each sheet of data it wishes to restrict with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.”
Page 117 states, “(i) All proposal volumes shall be marked throughout with the legend “SOURCE SELECTION INFORMATION - SEE FAR 3.104” on each page to support procurement integrity.” Which marking does the Government want included in the legend?
A9: The marking “SOURCE SELECTION INFORMATION - SEE FAR 3.104” is required. The marking “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal” is to be added at the Offeror's discretion if there is a need to define any restrictions on specific proposal information.
Q10: Please confirm that only one cover letter that includes the requirements of L.19 and L.38 included in Volume IV will be sufficient. What contents are required in the Cover Letter?
A10: RFP Section L.19 includes the requirements for the first page of the proposal. Section L.38 contains the requirements for the Volume IV cover letter. These are two separate requirements.
Q11: Please confirm that the Project Management Organization CLIN and the Program Management in the pricing spreadsheets are the same thing.
A11: Correct. Throughout the RFP, the terms Program Management and Project Management Organization are used interchangeably.
Q12: The table in Section L.22 indicates the Organizational Conflict of Interest (OCI) Plan is part of the Mission Suitability Volume as Attachment I-f. Section L.33(g) asks for an (1) OCI Assessment and an (2) OCI Plan as part of the Business Volume. (Note, there is no requirement for a Business Volume.) It is unclear what is to be included in which volume. Is the OCI Assessment to be submitted as part of Volume IV and the OCI Plan to be submitted as a separate Attachment I-f? If this is not correct, how are offerors to submit the OCI Assessment and OCI Plan?
A12: Attachment J.1-I Organizational Conflicts of Interest (OCI) Plan is to be submitted as an attachment to Volume I as shown in Section L.22. The OCI assessment will be an appendix to the OCI Plan and will be removed at contract award. The Government is adding language to Section L.33 requiring that the OCI Assessment be included as an appendix to the OCI Plan and changing the reference to submitting the attachment with the Business Volume to the Mission Suitability Volume in this Amendment 2.
Q13: Can the government please confirm that, in Attachment J.1-A, all references to Figure 2 should be references to Figure 1 (the project lifecycle from NPR 7120.5) and all references to Figure 3 should be references to Figure 2 (the R&T project lifecycle from NPR 7120.8)?
A13: Correct. The Government is updating Attachment J.1-A to correct the Figure references in this Amendment 2.
Q14: Can the Government consider making the page count for Phase-in not be a part of the Mission Suitability page count?
A14: The Government is giving the Phase-In Plan a separate page limit of 15 pages that will not be included in the 100-page limit for the Mission Suitability Volume in this Amendment 2. In addition, the Government is updating RFP Sections L.22 and L.35 to show the Phase-In Plan as Attachment I-1 to the Mission Suitability Volume.
