SP8000-18-R-0008 Questions and Answers

Ferro-Dysprosium Pre-proposal conference questions:

Question 1: How is a lot defined?

Answer: The vendor defines what a lot is based on their COA. Each lot will be evaluated on a lot basis so each ingot in that lot will be rejected

Question 2: Why is there a three month difference between the period of performance and delivery schedule?

Answer: This will allow for us to test the material and inform the vendor if any lots fail, if they do there will be time to replace those lots.

Question 3: Can the signature of the supervisor of the person doing the analysis sign the COAs?

Answer: Yes.

Question 4: Does the government have any requirements on the raw materials used to produce the ingots?

Answer: No

Question 5: Due to the fact that oxygen is a key impurity how will the vendor know that the sample has not been exposed when the DLA samples are taken?

Answer: The offerer will be able to attend the sampling event. This can be further discussed at the post award meeting.

Question 6: If the COA and DLA test results differ from each other but are both within the specification of the SoW, is that cause for the material to be rejected?

Answer: No, if the material meets the specification of the SoW, then the material is acceptable.

Question 7: What is an expected testing error for the Dy content of the pucks?

Answer: Testing error ranges will be determined by testing methodology used. For example, an error range for Dy content may be ± 0.5% or ± 0.12%, depending on the methodology used for elemental analysis.
