EVALUATION CRITERIA
Rail Spur Upgrade at Wenden, Arizona
The Government intends to award a contract for services to upgrade 1,852 feet of existing rail spur and connecting this spur to the Arizona & California Railroad mainline north of the site, making it operational for at least ten (10) standard ore hauling railroad cars. Services will be performed at the Defense Logistics Agency Strategic Materials Leased Storage Site located at Wenden, Arizona. This site is leased from the Bureau of Land Management (BLM).The Government intends to award a firm fixed-price contract (but reserves the right to award multiple contracts if it proves to be in the best interest of the Government).
A Contractor must be determined to be responsible according to the standards of FAR Part 9, FAR 15.101-2 and FAR 52.212-2, to be eligible for award.
In accordance with (IAW) FAR 15-101-2(b)(1): The proposal will first be evaluated to determine if it meets the Government’s minimum qualifications as specified in the Performance Work Statement (PWS). Award will be made on the lowest evaluated price that meets or exceeds the acceptability standards for the non-cost factors.
IAW FAR 52.212-2(a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will be most advantageous to the Government, technical acceptability and price factors considered.
The following factors shall be used to evaluate your proposal:
Factor 1: Technical Acceptability
Factor 2: Past Performance
Factor 3: Price
Factors 1 and Factor 2 shall be evaluated on an Acceptable/Unacceptable basis:
• The proposal will be considered acceptable if:
(1) It shows that all essential requirements of the solicitation and PWS are understood, and demonstrates a full capability to perform the prospective requirements.
(2) It provides all submittals required as stated in the Cover Page/Combined Synopsis document. Specifically the signed document, on Arizona & California Railroad Company letterhead, stating authorization to connect the Wenden spur to their mainline.
(3) Although some discussion of the proposal may be desirable, the proposal should be complete to the extent that an award could be made on its present terms, without any discussions.
Evaluation Criteria— Rail Spur Upgrade Wenden SP8000-18-R-0004
SP8000-18-R-0004
• The proposal will be considered unacceptable if:
(1) It is incomplete and/or untimely.
(2) It does not include all the required submittals. If the signed letterhead from Arizona &
California Railroad Company is not submitted, the proposal will be considered incomplete, and will not be evaluated.
(3) An award cannot be made on the present terms of the proposal, and corrective action would require essentially rewriting it or require the submission of another approach, which would be new or almost entirely different from what was previously submitted.
An “Unacceptable” rating on Factor 1 (Technical Acceptability) shall render the proposal ineligible for award, or if discussions are held, and your proposal is determined to be “unacceptable for award” (as defined above).
FACTOR 1—Technical Acceptability
Factors 1 shall be evaluated on an Acceptable/Unacceptable basis.
The proposal will be evaluated for technical acceptability. To be determined technically acceptable, the proposal must demonstrate that the requirements listed in the Paragraphs 2 and 6 of the PWS can be performed.
The submittal listed in Paragraph 2.4.1 of the PWS must be provided with the proposal.
A major item and/or gross omission, which preclude meeting solicitation objectives, which cannot be corrected prior to or during discussions without major revision or complete resubmission of your proposal, will cause the proposal to be found technically unacceptable.
FACTOR 2: Past Performance
Factor 2 shall be evaluated on an Acceptable/Unacceptable basis.
Should the case be where you do not have a record of relevant past performance, or for whom information on past performance is not available, or is so sparse that no meaningful past performance rating can be reasonably assigned, your company may not be evaluated favorably or unfavorably on past performance. Therefore, you company shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
The Government will evaluate past performance using information provided with your proposal and information obtained from other sources, including past and present customers, subcontractors, etc. This assessment is based on your company’s record of relevant and recent (since 2015 or later) past performance information that pertains to services performed under a

similar contract as outlined in the solicitation requirements. Documentation of recent (since 2015 or later) and relevant past performance will be evaluated to determine a pattern of meeting material standards and timely delivery.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate, and complete past performance information rests with you. Should the Government discover adverse past performance information to which you/your company did not have a prior opportunity to respond, the Contracting Officer may conduct communications if deemed appropriate.
FACTOR 3—Price
If the proposal has been determined technically acceptable, the Government will evaluate the price proposal to determine if it is reasonable and in the best interest of the Government.
The Contractor shall provide a clear understanding/detailed cost breakdown, so as to convey how the costs associated with this requirement are calculated; also state how they are appropriate for the tasks listed in the PWS.
