SP7000-17-R-1002 Attachment 1 – Responses to Solicitation Questions Page 1 of 1

Responses to Solicitation Questions

1. Will devices not on the list be considered?

Answer: Devices that are not on the NGEN/NMCI and ONENET list will be considered.

However, all proposed devices must pass the testing and certification processes.

2. When and how will the reverse auction take place?

Answer: The mock reverse auction and an actual reverse auction will take place in procurex.

Once the technical evaluations are complete, the reverse auction dates will be scheduled and coordinated with the vendors that have passed the technical evaluation. See the procurex reverse auction instructions attachment uploaded to FBO with the solicitation for additional procurex details.

3. Will multiple manufacturer’s product be considered under a single category?

Answer: Yes, however only one proposed device per CLIN.

4. Please provide details for what the agency requires in terms of onsite installation?

Answer: The Contractor shall provide at no additional cost, if necessary onsite engineering assistance and other support necessary to configure, setup, and test the equipment as needed.

This requirement refers to the testing and certification phase of the proposed devices. DLA will request this support if needed.

5. I would like to add this question please in relation to the Certified Scanners.

THIS IS THE QUESTION: Scanners are locally attached, therefore non-networked attached and are not validate/certified via NIAP. We respectfully request that NIAP certification requirement be removed from any local attached devices.

Answer: NIAP certification would not be required for a non-networked attached device.

6. Testing Devices REF: Attachment 3 – Responses to Solicitation Questions Question: In the recently released Attachment 3 – Responses to Solicitation Questions, the Government states in its response to Question 1 that “If the proposed solution fails the NGEN/NMCI certification and testing, then DLA will terminate the contract for default.”

Question 11c asks if offerors will have an opportunity to address issues uncovered during the testing and certification process. The response from the Government was “Issues can be addressed during testing. Testing at DLA will be conducted and issues will be worked out prior to sending to the Navy.” The responses to Questions 1 and 11c appear to be conflicting. Can the Government please confirm that if issues are found during the testing and certification process, the offeror will be contacted and given a fair opportunity to address the issue? Furthermore, can the Government please confirm that it will only terminate the contract if, after being given the opportunity to address them, the offeror is unable to address any issues found during testing and certification?

Answer: All proposed devices will go through the testing and certification process, and the contractor will have the opportunity to address any issues during the process. However, if the issues cannot be resolved, DLA will terminate the contract for default.
