Responses to Solicitation Questions
1. Are there any Common Access Card (CAC) solution requirements (NIPR and/or SIPR) for the printers? If so, is a 90 meter SIPR Token solution required? If a 90 meter SIPR Token solution is required, will vendors be required to submit proof of solution from 90 meter?
Answer: CAC is not required to be on anything that is connected as a local device to a computer.
CAC or 90 Meter token will need to be used for a networked device for a user to authenticate.
2. Are offerors required to submit copies of Common Criteria Certification at the time of submission?
Answer: Common Criteria needs to be able to be verified via the following site:
http://www.commoncriteriaportal.org/products/ to be technically acceptable. Archived products will not be technically acceptable.
3. Will the products that get shipped directly to end users via commercial shipping be unboxed and installed by end users?
Answer: Yes
4. Per Part 2.1.3, in order to provide a cost savings to the Government, can the maximum delivery days for the minimum order quantity be extended to 30 days after receipt of order (ARO)?
Answer: No
5. The first page of the Solicitation defines the schedule of Supplies/Services as “Up to 60 month
Indefinite Delivery Indefinite Quantity (IDIQ) contract for the purchase of desktop printers, scanners, toner, and warranties within the contiguous United States (CONUS).” However, the Attachment 1 CLIN Structure references locations of Hawaii, Guam and Alaska are not within the contiguous United States. Please clarify the discrepancy.
Answer: Page 1, block 20, of the SF1449 has been updated to state, "Up to 60 month Indefinite Delivery Indefinite Quantity (IDIQ) contract for the purchase of desktop printers, within the contiguous United States (CONUS) / non-foreign outside of the contiguous United States (non-foreign OCONUS). The IDIQ includes the Continental US, Alaska, Hawaii, and Guam."
6. In Attachment 1 titled “CLIN Structure”, the header of the document references number “SP7000-16-
R-1009”. Please confirm the Solicitation Number is SP7000-17-R-1002 in lieu of as shown.
Answer: The correct solicitation number is SP7000-17-R-1002.
7. Within Attachment 1 titled “CLIN Structure”, starting on line 110, and throughout the remainder of the document, there are several references to “Blank & White”. Can the Government confirm such references should be to “Black & White” in lieu of as shown?
SP7000-17-R-1002 Attachment 1 – Responses to Solicitation Questions Page 2 of 2
Answer: “Blank” is a typo that should read as “Black.” The CLIN Structure has been updated to correct the typo.
8. Question: In "Attachment_1_-_CLIN_Structure", there is a CLIN "CLIN 0203 DOD PKI /CAC
Reader" that the Government has requested offerors to price. It is unclear what PKI /CAC Reader should offerors bid. An offeror bidding solutions from multiple OEMs will most certainly bid different CAC readers and it is not possible to bid all such CAC Readers in one CLIN. Can the Government specify the volume band (VB) for the required CAC reader?
Answer: No
