Responses to Solicitation Questions
1. My understand from the statement of works for both the CERTFIED and NONCERTIFIED printers that you want them all to have CAC included in the total dollar price…… If the above is NOT TRUE…… Then I think we should separate OUT the price of the CAC on the CERTFIED AND NONCERTIFIED printers if there will indeed be cases where printers will not be networked?
Answer: Certified and Noncertified shall both be CAC.
2. For VB‐S4, an option for an additional 1 year warranty is required in addition to the 90 day standard warranty. Does DLA want the “keep your hard drive” warranty option?
Answer: Yes, this is a purchase, not a lease.
3. If the product comes standard with a one‐year warranty, is an additional one‐year warranty required for a total of two total years under warranty if this option is selected?
Answer: No.
4. Does the CAC Reader for the printer bundle need to be for the NIPR network or the SIPR network? Or do you need one of each?
Answer: There is no CLIN for SIPR tokens. NIPR only.
5. Does the separately quoted CAC Reader for the need to be for the NIPR network or the SIPR network? Or do you need one of each?
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
6. If we propose two different manufacturers’ products for various CLINS, we would need quote a different CAC readers, one for each manufacturer. Each manufacturer has their own CAC reader that fits only their machines. Should we quote both CA Reader options under the same CLIN?
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
7. Please confirm that fax is not required in either the certified or the noncertified printers.
Answer: Fax is required for both.
8. Please confirm that all equipment must be brand new. No refurbished or rebuilt equipment.
Answer: Yes, see FAR clause 52.211‐5 added via this amendment.
9. If we propose two different manufacturers’ products for various CLINS, we would need to quote different CAC readers, one for each manufacturer. Each manufacturer has their own CAC reader that fits only their machines. Will the government add CLINS to allow for multiple CAC reader options or are vendors allowed to add sub‐CLINs to the existing CAC Reader CLIN to facilitate multiple CAC Reader options?
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
10. We have some follow up questions based on the latest Q&A released with Amendment 5.
Reference Question: 8. Question: In "Attachment_1_‐_CLIN_Structure", there is a CLIN "CLIN 0203 DOD PKI /CAC Reader" that the Government has requested offerors to price. It is unclear
SP7000‐17‐R‐1002 Attachment 1 – Responses to Solicitation Questions Page 2 of 2 what PKI /CAC Reader should offerors bid. An offeror bidding solutions from multiple OEMs will most certainly bid different CAC readers and it is not possible to bid all such CAC Readers in one CLIN. Can the Government specify the volume band (VB) for the required CAC reader?
Answer: No. Question: Based on the reference Q&A above, we have some clarification questions:
a) Is it the Government's intent to use this CAC reader with networked devices from all Volume Bands that is VB S0‐VB S4?
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
b) Can the Government please elaborate the process for technical acceptability of the required CAC reader under CLIN 0203?
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
c) The current answer limits offerors from bidding solutions from different OEMs as different OEMs use different CAC readers and offerors planning to bid solutions from different OEMs will never be able to bid one device that works with all networked devices from different OEMs.
Answer: CAC CLIN 0203 has been removed from the CLIN structure. See the updated CLIN structure.
