Text2: DLA Document Services Europe Office Group has a requirement for a sole source award for the printing and delivery of fuel coupons to support US/NATO military and civilian personnel without using competitive procedures. The coupons are highly specialized products that are accountable items with a cash value that require special equipment to print. The coupons are to be used 1 October 2017 through 30 September 2018 and must be printed prior to 30 June 2017.
Text3: The fuel coupons need to be printed on high density fluorescent paper with a numismatic background and micro text, have an anti-photocopy effect, and use thermochromic ink. For anti-counterfeiting purposes the coupons must have a bar code, serial number and the reverse side of all coupons must have 3 latent graphic images of the Italian seal, The Department of Defense seal, and the NATO star seal visible when exposed to black light or sunlight. Unique binding, packaging, and delivery by armored vehicle is also requested due to the sensitive nature of the coupons being an accountable item with a cash value. The estimated value of this action is $173,860.84.
Text4: 41 U.S.C. 1901
Text5: Solicitations providing for full and open competition have been posted on FBO.gov for fiscal years 13, 14, 15 and 16. Each year the only vendor to respond and submit a quote has been PCC Giochi Servizi. Other vendors have stated that they do not have the capability to print the requested coupons. A sole source award was made to PCC Giochi Servizi for FY 17. In order to promote competition, a seven (7) day Sources Sought was posted to FBO under SP7000-17-RFI-1007 on 26 April 2017, closing on 05/03/2017; with no responses received.
Text6: DLA Document Services Contracting has solicited a Sources Sought on FBO providing for full and open competition under SP7000-17-RFI-1007 on 26 April 2017, to 05/03/2017. There were no responses received nor any questions received for this sources sought.
Text7: As a result of the request for quotes solicited over the past seven (7) fiscal years and many attempts by to seek competition, vendors are restricted by the specialized equipment required to meet this requirement and have declined to submit quotes.
Text8: Due to the complexity and controlled nature of the printing, packaging, and delivery of the fuel coupons, altering the SOW could risk the fraud protection developed for this requirement; as the fuel coupons are treated as cash and have a cash value. If the fuel coupons would be duplicated after production with the controlled serial numbers or the coupons stolen during transportation, the United States Government could be held liable for not only the amount of the fuel coupons printed but also the taxes that the fuel coupons are exempt from. This requirement is developed in conjunction with the Italian Government to determine the yearly quantity and controlled serial number (bar code) for each individual coupon.
Text9: There are no interested sources.
Text10: DCSO Harrisburg East will continue to do market research and post sources sought/RFIs for this requirement. It shall also be taken into consideration if option years can be included for FY19 or if fuel cards can be considered.
