DLA Installation Management Operations at Fort Belvoir
STATEMENT OF WORK (SOW)
Appliances Replacements IDPO CONTRACT DM-FF Site Operations Division
1.0 INTRODUCTION:
1.1 The Defense Logistics Agency (DLA) is an agency of the Office of the Secretary of Defense within the United States Department of Defense (DOD). The DLA Director reports to the Under-Secretary of Defense for Acquisition, Technology and Logistics through the Deputy Under-Secretary of Defense (Logistics and Materiel Readiness). DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides support to other DoD Components and certain federal agencies, foreign governments, international organizations, and other authorized.
1.2 DLA Installation Management Operations Ft. Belvoir has approximately 6,000 employees that work in the McNamara Headquarters Complex (HQC) facility that is managed by DLA Installation Operations.
Of the Ft. Belvoir employees, there are approximately 130 government civilians and about 200 contractors that work for the DLA HQC Site Operations Director. This is a joint military assignment with military members from the United States Army, Marine Corps, Navy, and Air Force working alongside DoD civilians and contractors. McNamara HQC is comprised of over 1.1 million square feet that includes in addition to traditional office space, a cafeteria, barbershop, fitness center, and two (2) snack bars. It also has a functioning police force and is a tenant on the U.S. Army’s Ft. Belvoir reservation.
2.0 INTENT:
2.1 GENERAL INTENTION. The Defense Logistics Agency (DLA) Installation Operations at Fort Belvoir (DM-FF), Site Operations Division, has requirements to replace aging or failing appliances (Keurig’s, Microwaves, and Small Refrigerators) throughout HQC complex and all lease space buildings.
3.0 REQUIREMENT:
3.1. GENERAL. Starting 1 September 2025 Through 31 August 2030, DLA will have requirements to replace aging or failing appliances (Keurig’s, Microwaves, and Small Refrigerators) throughout HQC complex and lease space buildings. The Contractor is required to provide the appliances as needed. This requirement depends on the need to replace aging or failing appliances.
4.0 STANDARD:
4.1 The Contractor shall be responsible for providing commercial and energy star appliances.
4.2 The Contractor shall be responsible for purchasing environmentally sensitive appliances.
5.0 DELIVERY:
5.1 The Contractor shall deliver the appliances to Headquarters DLA Fort Belvoir Virginia complex, once the product has been delivered to the loading dock inform the (COR) that the appliance is onsite at the loading dock.
6.0 GOVERNMENT POINT OF CONTACT (GPOC):
6.1. A Government Point of Contact (GPOC) will be assigned to ensure that the contract requirements are met. The GPOC will act on behalf of the Government for this contract. Contractor personnel providing and delivering service will report directly to the GPOC.

7.0 PERIOD OF PERFORMANCE:
7.1. The period of performance is one base year, and 4 option years as follows:
Base Year: 1 September 2025 to 31 August 2026.
First Option Year: 1 September 2026 to 31 August 2027.
Second Option Year: 1 September 2027 to 31 August 2028.
Third Option Year: 1 September 2028 to 31 August 2029.
Fourth Option Year: 1 September 2029 to 31 August 2030.
