4. The following text have been deleted from the Statement of Work:

C.1.21.2 Labor Requirements. Proposals shall include labor estimates including the labor category, quantity, Contractor’s labor rate (from Schedule, Section B), extended labor category cost (labor rate multiplied by quantity), and total labor cost. No labor hours shall be included for to allow for mark-ups, travel time, material handling, overhead, profit, supervision, delay allowance, clerical support or other similar elements, since these items were included in the labor category unit prices and fixed burden rates bid in Schedule, Section B.

C.1.21.3 Material Requirements. Proposals shall include detailed bills of materials establishing the name/description, size, quantity, units, bare material price, Contractor’s Burden (Fixed Burden Rate from Schedule, Section B multiplied by bare material price), unit price (bare material price plus Contractor’s Burden), extended item price (unit price multiplied by quantity), and total material cost. If the cost of any item exceeds $500, the Contractor shall submit at least three (3) vendor quotes with the estimate. The Government will only pay the lowest price for materials as determined by vendor’s quotes or, should the Government locate a supplier having a lower price considering the factors of delivery time, availability and quality, the Government will pay that price rather than the lowest price submitted by the Contractor. The Contractor will be given the name of this supplier, but has the option of using any supplier he wishes. However, the Contractor will be paid only the lowest approved price.

C.1.21.3.1 Material prices shall be reduced by all discounts and rebates for core value or salvage value that accrue to the Contractor. QUESTIONS AND ANSWERS

The following questions and answers are hereby incorporated with in the solicitation. The questions are those asked by interested parties and answers are provided to address questions.

a.

The Main cover page 1 of the SF1449 has the SB set aside checked. However, Page 143 - 52.219-6 Notice of total Small Business Set Aside - IS NOT CHECKED.

Answer: This is an oversight. I am currently working on an amendment. In the modification we will make corrections to this oversight.

b.

In addition, Page 144 - 52.219-37 Notice of Total Service Disable Veteran Owned Small Business Set aside – IS CHECKED. Are you stating that this is a Service Disable Veteran Owned set aside?

Answer: No. This, too, is an oversight. The correction will be made in the modification.

c.

FAR 52.222-43 Fair Labor Standards Act and Service Contract Act -- Price Adjustment (Multiple Year and Option Contracts - THIS I NOT CHECKED. It should be to increase the Davis Bacon Wage Increase each year.

Answer: Thanks for bringing this to our attention. I will look at this when reviewing for changes.

d.

What time on 9 SEP 08 (Tuesday) is this contract due? Contract is still due on Tuesday, there are no extensions, correct?

Answer: The closing date was not included within the solicitation. However, in the modification a closing date will be included of October 3, 2008.

e.

The Deliver to address is reflected as Leeann Bell Rom 3344. Is there a date time stamp machine there? Or should it actually be delivered to the contract office.

Answer: This is something that will be included in the modification. All proposals should be submitted to the address as stated. However, the proposal should be to the attention of the Contract Specialist. You will see a change within the modification.

f. Is there a possibility for this contract being performed over a ten year period instead of a five year period?

Answer: No it can not be extended for 10 years. The contract has a one year period (Base Year). There is four (4) option years. Each of these options years is for 12 months period. In accordance with FAR 17.204(e) unless otherwise approved in accordance with agency procedures, the total of the basic and option periods shall not exceed 5 years in the case of services, and the total of the basic and option quantities shall not exceed the requirement of five (5) years in the case of supplies.

g. From the Schedule, Section B, there appears to be missing information. For example

C1.21.2 Labor Requirements (for IDIQ) the solicitation states “Contractor’s labor rate

(from Schedule, Section B)….” and C.1.21.3 Material Requirements, “...Contractor’s

Burden (Fixed Burden Rate from Schedule, Section B…”. Could you please check the

Schedule to make sure that it is complete, it appears to me missing areas to put in IDIQ rates, Fixed Burden Rate, etc…?

Answer: The Sections C.1.21.2 and Section C.1.21.3 shall be replaced with the following:

C.1.21.2 Labor Requirements. Proposals shall include labor estimates including the labor category, quantity, Contractor’s labor rate, extended labor category cost (labor rate multiplied by quantity), and total labor cost. No labor hours shall be included to allow for mark-ups, travel time, material handling, overhead, profit, supervision, delay allowance, clerical support or other similar elements. The “Wages Determination” section will provide the labor rates.

C.1.21.3 Material Requirements. Proposals shall include detailed bills of materials establishing the name/description, size, quantity, units, bare material price, Contractor’s Burden (Fixed Burden Rate from Schedule, Wages Determination Section multiplied by bare material price), unit price (bare material price plus Contractor’s Burden), extended item price (unit price multiplied by quantity), and total material cost.
