SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
The purpose of this amendment is to incorporate questions and answers, cutoff date for Q&A, and expand on FAR 52.212-2. The changes are as follows.
1. The following questions and answers are hereby incorporated:
a. Question: Page 6, of MOD/AMEND 001 VOLUME I—TECHNICAL, it states “Volume I shall consist of seven (7) sections. The table below identified each section and page limit.” -
This table only shows six (6) sections; please clarify if something is missing.
Answer: The table has six (6) sections.
b. Question: Page 9 of MOD/AMEND 001 “Past Performance Project Description Format” item #15
FACILITY MAINTAINED contractor is to identify the facility maintained and provide a general description of the applicable system maintained; item #16 DESCRIBE SYSTEMS
MAINTAINED contractor is to provide a general description of the applicable system maintained. It appears that there is duplicate information being requested in #15 and #16 as both are asking for “general description of the applicable system maintained” - is this correct?
Answer: 15.
FACILITY MAINTAINED: Identify the facility maintained and general description of the requirements (i.e. electrical system, electronic security system, etc.).
16.
DESCRIBE SYSTEMS MAINTAINED: Provide a general description of the applicable system maintained (i.e. electrical system, electronic security system, etc.)
Fifteen is asking for the facility maintained and a description of the requirements. Sixteen is asking for the system in the facility.
c. Question: Page 12 of MOD/AMEND 001, section C.1.2.2 Facility Security Clearance: it states “The
Contractor shall, immediately upon award and prior to commencement of work, provide the Contracting Officer with written verification of an Active Facility Security Clearance at the Secret level. After validation by the Government the Notice to proceed will be issued. The Contractor shall provide a copy of the FCL with the Technical Proposal, Volume I.” - Is it a requirement to currently have a FCL prior to bidding on the solicitation and if the contractor does not provide a copy of the FCL with the Technical
Proposal, will the contractor be disqualified.
Answer: An active facility security clearance needs to be submitted via Mr. Jose M. Villanueva’s e-mail: jose.villanueva@dla.mil when requesting a site visit appointment and a copy of the active security clearance in the submission of the Volume I Technical Support. Failure to provide the active facility security clearance will result in a non-responsive proposal. FAR clause 52.212-2 is revised for reference.
d. Question: When is the cut off date for all questions to be submitted to the Contract Specialist?
Answer: See section titled “Question and Answers Instructions” added to this amendment. The due date is Sept 25, 2008.
e. Question: Page 10 of MOD/AMEND 001, Volume III Cost Proposal - How many sections does this
Volume contain, because it notes two sections in one location on the page, and three sections in another location on page 10.
Answer: 2
f. Question: Page 32 of MOD/AMEND 001, Phase In-Plan states “Contractor shall develop a phase in plan for submittal as part of Volume I— Past Performance, of the Technical Proposal.
What part of Volume I should it be under, as Volume I—Technical Proposal does not?
have a “Past Performance” section noted.
The Phase In-Plan should be part of the Technical Proposal. On page 32, it should not have said Past Performance.
