Amendment Three (3) Q A

Text of this file

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

The purpose of this amendment is to provide answers to the below questions/comments:.

Comment One (1): Request a two (2) week extension of proposal due date from the date of receipt of the following questions.

Answer One (1): An extension cannot be granted as such extension will impact time required for evaluation.

Question Two (2): What is the annual work order volume?

Answer Two (2): Answer found in Attachment C9, Historical Data.

Question Three (3): What are the annual reimbursables for minor repairs for the IDIQ portion of the contract?

Answer Three (3): No annual reimbursables, Minor Work is included in the FFP, see Attacment C9, Historical Data

Question Four (4): Who is the current incumbent for the contract?

Answer Four (4): Any information concerning the existing contract should be obtain through a Freedom of Information Act Representative. Ms. Karen Maskew is the Freedom of Information Act Representative. She can be contacted at 703-767-1394 for request.

Question Five (5): Would we be allowed to escort non cleared specialty contractors?

Answer Five (5): Yes, the prime contractor would be responsible for escorting cleared subcontractor. All subcontractors “must” hold a current Secret clearance. For non cleared specialty subcontractors for PM work/repairs that come out on occasion. The contractor is responsible for notifying the Contracting Officer Representative with names and SSN of who will be in attendance prior to them coming to the ATM for work and for providing the escorting. If the prime plans to utilize a subcontractor to perform the day to day operations then that subcontracting company is required to have the FCL as well as the cleared employees.

Question Six (6): We are a cleared company but will be engaging a subcontractor. At the moment the subcontractor is not a cleared company. We are willing to sponsor the company for a clearance. The issue here is that in order to sponsor we must have a contract in place that requires them to have a Secret facility clearance. Could an award be made to a cleared prime with the understanding that prior to actual start date, all subcontractors will be cleared? This would allow a cleared company to submit the uncleared sub for a facility clearance.

Answer Six (6): Subcontractors are not required to submit FCL. However, the subcontractor “must” have a Secret clearance prior to start of work. If the prime plans to utilize a subcontractor to perform the day to day operations then that subcontracting company is required to have the FCL as well as the cleared employees.

Question Seven (7): According to the RFP, c.1.2.2, the only requirement for the security clearance is as follows. Is this correct? We were told that everyone working on the contract must have a secret clearance.

Answer Seven (7): If the prime contractor uses a specialty contractor for PMs/repairs on occasion, as stated in #5 above, the Prime would supply the names/SSN of the subcontractor employees and provide the escorting. If the prime plans to utilize a subcontractor to perform the day to day operations then that subcontracting company is required to have the FCL as well as the cleared employees.
