About this file
This document is a Questions and Answers file for a Defense Contract Audit Agency (DCAA) Interpreter Services solicitation (SP4704-25-Q-0019). The opportunity involves providing interpreter services, primarily American Sign Language (ASL), with an anticipated average of 20 monthly service hours, lasting 2-3 hours per assignment. The geographic scope is focused on the Eastern Time Zone, with an expected service mix of 75% on-site and 25% virtual assignments. The government anticipates a firm fixed price purchase order, with a minimum billable time of two hours per assignment and billing increments rounded to the nearest 15 minutes.
Key details include the incumbent contract number 140D0420F0500, potential background investigation requirements for interpreters (with interim clearances permitted), and specific billing guidelines for interpreter services. The solicitation is issued by the Defense Logistics Agency, with the government planning to award the contract "as soon as possible." Interpreters may be required to have clearance for certain assignments, and the contract includes provisions for assignment cancellations, rescheduling, and billing protocols. The total monthly service volume is estimated at approximately 20 hours, with a preference for on-site interpreting services in the Eastern United States.

DCAA Interpreter Services Questions and Answers
SP4704-25-Q-0019
1.) Is this a brand new contract or if there is (was) an incumbent performing these services, could you please provide the current/previous contract number?
Government’s Response: The incumbent contract is 140D0420F0500.
2.) Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Government’s Response: The incumbent contract is 140D0420F0500.
3.) Under what specific conditions will a Tier 3 background investigation be required for interpreters? Will this be limited to certain locations or assignments? How frequently is this expected?
Government’s Response: This is unlikely to occur, however without being able to identify future needs this could be a requirement. I would like to maintain the option of possibly having this requirement in the future.
4.) Will interpreters with interim clearance or in-progress Tier 3 background investigations be allowed to work under escort or for non-sensitive events?
Government’s Response: Yes.
5.) Will the government recognize a minimum billable time ( e.g., 2-hour minimum for ASL interpreting)? Additionally, is there an established cancellation or no-show policy, or may the contractor propose their own cancellation terms in the quote?
Government’s Response: Yes, the government anticipates a minimum billable time and it will be part of the terms and conditions of the contract. The minimum amount will be determined prior to award. For example, it will be similar to this verbiage, “Reimbursement for services: Regardless of assignment duration, the contractor shall be reimbursed for a minimum of two (2) hours per the ASL interpreting service industry standards as long as the interpreter complies with the procedures set forth in the PWS. Assignments lasting more than two (2) hours shall be invoiced either for the scheduled time requested and confirmed or rounded to the nearest 15 minutes increment thereafter. Example: An assignment is scheduled for three (3) hours but it lasts three hours and twenty minutes (3 hours 20 min), the invoice shall reflect billing for three hours and thirty minutes (3 hours and 30 minutes). In the event that a job assignment ends earlier than the scheduled and confirmed timeframe, interpreters are required to contact either the COR or the DCAA Scheduling Coordinator to either be re-assigned to another job within the same timeframe or to be released early. The contractor shall bill the agency for the confirmed amount of time per the job request, as specified, unless the interpreter(s) leave the premises early without confirming early release first with either the COR or the DCAA Scheduling Coordinator. In the event that the interpreter(s) leaves early without approval, the contractor shall only be allowed to bill the agency for the amount of time the interpreter(s) are on the premises, beginning from the start time confirmed.
Rates and Schedules: The contractor shall bill the agency using the rates established and agreed upon in the Rate Schedule. The contractor will also include a separate hourly rate for interpreters requested needing a clearance to perform the duties of the job request.”
For cancellations and no-shows please see section II.B of the PWS.
6.) Could the government provide more details regarding the anticipated frequency, duration, and geographic distribution of assignments? Specifically, can you clarify the expected volume of onsite vs. virtual assignments, and any concentration by region or month?
Government’s Response: The anticipated frequency of services requested varies, however I would say that services average approximately 20 hours per month, with the average time per service being 2-3 hours. The geographic distribution is primarily within the Eastern Time Zone region of the United States. The expected volume of on-site vs virtual would tend to be 75% on-site and 25% virtual.
7. Contract Vehicle – Will this requirement be awarded through a specific contract vehicle (e.g., GSA MAS Schedule)?
Government’s Response: The government anticipates a purchase order.
8. Type of Contract – Could you please confirm the anticipated contract type (e.g., Firm-Fixed-Price, Time and Materials, IDIQ)?
Government’s Response: The government anticipates a firm fixed price purchase order.
9. NAICS Code – Is the primary NAICS code for this opportunity expected to be 541519 – Other Computer Related Services?

10. Estimated Value – Can you share the estimated value or range for this requirement?
