About this file
This file contains pre-bid Request for Information (RFI) responses for the DSCR H Road Parking Renovation project (Solicitation SP4703-26-R-0007). The document addresses four key contractor inquiries regarding project execution. The government confirmed that brick clad force protection barriers along H Road will be relocated by the government prior to paving replacement. Striping specifications for the run path require a thickness of 15±1 mils when wet, with centerline striping dimensions of approximately 5" x 30" and 30" spacing between markings. Weekend work is permitted upon request but requires coordination with the DLA Project Manager, with a mandatory two-week advance notice for approval. The new run path surface material differs from the existing surface; no historical construction information is available, and the new path must be constructed per the Statement of Work specifications.
The underlying solicitation is a firm-fixed-price RFP issued by the Defense Logistics Agency's Defense Supply Center Richmond (DSCR) for Highway, Street, and Bridge Construction (NAICS 237310) set-aside for 100% small businesses with a $19M size standard. The contract has a 90-day period of performance and will be awarded to the lowest priced, technically acceptable offeror. Contractors must be located within 120 miles of DSCR, registered in SAM prior to award, and must identify a prime contractor-owned point of mobilization. The site visit is scheduled for June 2, 2026 at 10:00am, and all inquiries must be submitted to nicholas.mace@dla.mil no later than 7 business days prior to the closing date. Past performance data from CPARS and SPRS will be evaluated as part of technical acceptability.
