About this file

This document is Section M of a federal solicitation, containing evaluation factors for award applicable to contracts for used, reconditioned, remanufactured supplies, or unused former government surplus property.

The Government will evaluate offers based on two primary criteria. Technical Acceptability requires vendors to demonstrate adequate understanding of the work and establish processes for ensuring quality and timeliness. Vendors must provide sufficient confidence that they can perform the work described in the Statement of Work (SOW), with ratings assigned as either "Technically Acceptable" or "Technically Unacceptable." An offer receives a "Technically Acceptable" rating when it meets solicitation requirements and the Government has reasonable expectation of successful performance based on the vendor's track record, or when performance history is unknown. Conversely, "Technically Unacceptable" ratings are assigned when offers fail to meet requirements or when the vendor's performance record indicates inability to successfully perform the required effort. The second evaluation factor is Price, which will be assessed for reasonableness and completeness, with evaluation based on the total firm-fixed price proposed by the vendor.

SECTION M - EVALUATION FACTORS FOR AWARD

M05 EVALUATION FACTOR FOR USED, RECONDITIONED, REMANUFACTURED

SUPPLIES OR UNUSED FORMER GOVERNMENT SURPLUS PROPERTY (SEP 2016)

BASIS FOR AWARD AND EVALUATION FACTORS FOR AWARD

The offer will be evaluated on the basis of the following criteria:

Technical Acceptability

In evaluation of this factor, offers will be evaluated to ensure:

1. The Vendor possesses an adequate understanding of the work as well as a process for ensuring quality and timeliness.

2. The Government has an acceptable level of confidence that the vendor can adequately perform the work described in the SOW.

Based on the Government’s evaluation of the respective vendor’s technical submission, each vendor shall be assigned an overall Technical Rating in accordance with the table below:

Adjectival Rating Description Technically Acceptable Offer meets the requirements of the solicitation and based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Technically Unacceptable Offer does not meet the requirements of the solicitation and/or based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 2- Price

Proposed price will be evaluated to determine reasonableness and completeness. The total firm-fixed price will be evaluated.
