About this file

This document is an Amendment (0001) to Solicitation SP4703-26-Q-0008 for Parts Cleaning and Maintenance services issued by the Defense Logistics Agency (DLA) Contracting Services Office in Richmond, Virginia. The amendment provides vendor questions and answers regarding a cleaning and maintenance contract for solvent tanks, clarifying key service requirements. Primary details include: 3 annual service cycles per tank with a 17-week cleaning interval, using Crystal Clean 142 Mineral Spirits as the only currently approved cleaning solvent, and a requirement for contractors to remove old cleaning fluid and replace it with new solvent. The amendment specifies that the service involves maintenance and cleaning only, with no repairs or replacements expected, and includes provisions for sample testing, potential alternative solvents (requiring base approval), and emergency service protocols. Pricing should be submitted per unit, per service, and per year, with each Contract Line Item (CLIN) representing one service unit.

The document also outlines acceptable identification requirements for DLA installation access, following Real ID Act standards, and lists multiple acceptable ID types including DOD common access cards, military IDs, passports, and other government-issued identification. The solicitation indicates that failed samples are determined by non-hazardous program testing, with a $2,800 annual allowance for disposing of failed sample drums. Emergency responses are rare and would require separate contract modification. Contractors are expected to remove any items used during service and clean up any spills they create.

Parts Cleaning and Maintenance

Amendment 0001 – Dated 11/25/2025

This amendment is issued to answer Vendor Questions, acceptable ID, and provide a screenshot of the failed sample that was received on 6/17/2025:

Vendor Q&A:

1. Q: Is the work 100% maintenance and cleaning, or is any repair/replacement expected?

A: This is just maintenance and cleaning. No repairs / replacement expected.

2. Q: Does the contractor only replace the cleaning fluid, or are there additional cleaning steps expected?

A: The contractor removes old cleaning fluid and replace clean fluid with new cleaning solvent.

3. Q: Approved Materials / Fluid - Crystal Clean 142 Mineral Spirits is required. Will alternatives be approved, or is this mandatory with no exceptions?

A: Currently Crystal Clean 142 Mineral Spirits is the only product approved by the base.

Alternatives can be approved but must go through the approval process of the base. This can take up to 1 week on average.

4. Q: Are emergency services required often? How many emergency calls were made last year?

A: Emergency services rarely happen but could happen. We had no emergency calls last year.

5. Q: What typically causes a “failed sample” and how often has this occurred in past years?

A: We had 1 failed sample in the pasted due to Tetrachloroethylene. We had not failed samples since, due to putting a procedure in place for products that have Tetrachloroethylene in them.

6. Q: Does the agency expect the contractor to perform additional work immediately after a failed sample is detected?

A: The contractor is expected to perform the normal removal of cleaning fluid.

7. Q: Is parking and unloading space available near buildings 404 and 505?

A: Yes, there is parking & unloading available at both buildings. Typically, the contractor back the truck into the warehouse during service.

8. Q: Is a site visit offered or required? If yes, can we schedule one before submitting our quote? – A: Yes, we will offer a site visit. This will have to be coordinated in advance due to leave, holidays, and completing base access requirements.

9. Q: What is the Annual spent / last 3 invoices?

Controlled Unclassified Information (CUI) Source Selection Sensitive Information - See FAR 2.101 & 3.104

A: This varies depending on the number of services performed. If a service is missed, then the annual spent will change.

10. Q: The SOW lists multiple tanks, but each CLIN shows “1 unit.” Should pricing cover all tanks or one tank per CLIN?

A: Each CLIN is 1 unit due to being the type of service required. Pricing should cover price per unit, per service and per year. (Ex: CLIN1 has 14 units at a $200 per unit, which is $2,800 per service, for a total of $8,400 per year. This is just an example and used whole number for easy math.)

11. Q: Should pricing reflect one service visit or all three annual visits per tank?

A: Quotes should reflect price per unit, per service and per year. If pricing is going to change each year, I recommend providing the quote for base year and option years.

12. Q: Please confirm the total number of service cycles per tank per year (Base and Option years).

A: We request a 17-week cycle between cleanings. Typically, 3 times per year.

13. Q: What defines a “failed sample,” and who determines this? (or), Is the NTE $2,800 for failed samples per sample or for the full year?

A: Anything that does not meet the non-hazardous program. Typically determined by sample testing. The $2,800 for failed sample is for the year, since the contractor will have to dispose of any failed sample. This is to cover the fees for drum that failed only and not anything else.

14. Q: What tasks are considered “overages” requiring prior approval? (or) Should overages be approved by the COR or by the Contracting Officer?

A: Overage is anything outside the SOW. Any approval for overages will typically come from the COR but could come from the Contracting Officer.

15. Q: Are emergency responses (within 48 hours) billable separately or included in the base price?

A: If an emergency is required, the COR will reach out to contractor for this and request pricing to MOD the contract for this. Emergency rarely happens and can typically wait until next service, but an emergency request could happen.

16. Q: Can you please elaborate more on SUPPLIES/SERVICES: F108-V00006692 - HazSub Remvl, Cleanup, Disp?

A: This is for the removal of old cleaning solvent, replace with new cleaning solvent, and any required sample testing.

17. Q: What is the Haz Waste that should be removed, cleaned up and disposed? Can you provide waste description/ profiles?

A: This is the removal of the old cleaning solvent and replaced with new cleaning solvent.

Contractor will also remove any item they use or needed to perform the service. This could include items need to clean up spills created by the contractor.

Additional notes: We try to do sample testing prior to a service. This is when we collect the sample from the solvent tanks with the supplied testing container from contractor and provided them back to the contractor for testing. Then we require the completed profile form the testing for documentation purposes.
