About this file

This document is a Questions and Answers (Q&A) file for Solicitation SP4703-25-Q-0035, dated 5/1/2025, related to Protective Uniform Rental for Electrical Personnel and Shop Towel Rental. The Q&A addresses two key vendor inquiries regarding uniform specifications, specifically concerning lightweight fabric availability and precise weight requirements for shirts and pants. The first question explores the availability of lighter fabric garments, with the Requirement Office confirming multiple sources exist. The second question seeks clarification on shirt weight specifications, requesting explicit language to ensure all bidders understand the 6 oz or LESS requirement to prevent potential misinterpretation and ensure consistent bidding.

The attached Statement of Work (SOW) sections 3.1.2 and 3.1.3 reinforce the weight specifications, stipulating that long sleeve shirts shall not weigh over 6oz per square yard and include specific requirements such as having name and company emblems sewn on both the inside and outside of each shirt. Similarly, long pants must have specific weight and identification requirements, with emblems sewn on the inside of each pants leg and a weight limit of not over 7oz per square yard. The document emphasizes compliance with ASTM 1449 and NFPA 2113 standards for clothing rental, laundering, and repair services.

Protective Uniform Rental for Electrical Personnel and Shop Towel Rental

SP4703-25-Q-0035

Questions / Answers

Q1) It is true that in the last year or so, lighter fabrics have become available (although from only 1 US source that we are aware of)-- however, we just want to check that because of the lack of source manufacturers (only 1 that we know for us to acquire these goods from) that can even supply these new “lightweight” items, and the cost being significantly more than what has been the standard for so long, that DLA is certain they would like to switch to these lighter fabrics.

A1) The Requirement Office advised these types of garments are available from multiple sources.

Q2) The shirt you require (6oz or LESS) comes with a significant cost difference between that spec and those very close to that weight (like 6.9 oz available shirts which are significantly less cost that those < 6 oz), so please be very specific – if the shirt cannot be more than 6 oz, than please make sure that it’s clear that 6.9 oz (or anything over 6 oz) is NOT ACCPEPTABLE - otherwise the assumption may be that it’s close enough, so someone might bid assuming they can use a shirt that’s a little over – the shirts are exactly the same as far as protection and safety rating, but a big difference in cost, so please be as clear as possible to eliminate any confusion and assure everyone bids the same specs (as there are lots of options/different weights, etc. – may even be worth asking for name/brand/model# of whatever garment is intended for use to assure the special weight specs are met (if they remain as is).

A2) The SOW states not to exceed weights. SOW Sections 3.1.2 and 3.1.3 language below.
