Question: If the project runs into a 2nd month, can we bill for the buildings that have been completed? In the past, projects have been able to be billed by CLIN—not sure if this will be 1 big CLIN or broken down by each building?
Answer: This contract will have one CLIN, but the following verbiage will be included on the continuation page of the award. “Partial invoices are authorized as agreed upon by the Project Manager and the Contractor and shall be commensurate with measurable progress. At no point prior to completion and acceptance by/turnover to the Government shall the contractor collectively invoice for greater than 80% of the total contract value.”
Question: Will you be checking for the tech’s FD certification? I will try to send our guys’ certs and other pertinent info with my quote.
Answer: Yes
Question: On award, can you provide a list of the buildings that have specific “no work” days?
Answer: Yes, we will ensure the PM provides a list of any buildings that may not be open on Mondays and Fridays so the contractor can plan accordingly.
Question: could we leave our lift on site daily, maybe inside a building and out of the way—to help the process go a little quicker each day w/o unloading it daily?
Answer: Yes, the lift could be left.
Question: I think several of the doors in the Navy History building are operated by key. Can that key be provided when it’s time for that building to be tested?
Answer: There is no special key other than one to the chain link. However, in order to gain access to this building that would require advance notice and the contractors would require a escort at all times.
Question: The statement of work mentions 323 fire doors, but then the appendix lists 174 doors. Can you clarify how many rolling doors there are?
Answer: There are 322 to be exact.
Question: The document mentions work will be done between 4/17-2024-5/16/2024, but then also states contractor must start within 10 days of being notified. Is the 10 day start after notification a requirement or does the work just need to be done by 5/16/2024?
Answer: The work timeline we know will give or take a little but we would like the work to begin after a award has been given. The initial phase of this is to only identify the defects by conducting the drop-test.
With this we are expecting that to be completed at least in 30 days. This is a multiphase requirement and this portion is to identify the doors, conduct the drop-test, annotate any inoperable parts with the parts needed to repair, cost. Nothing more once the parts are reported with the cost and repair parts needed.
Question: Section 4E (Reporting): We can meet all requirements of certification, testing, and reporting, but we do not repair rolling doors. Can we bid if we cannot do rolling door repairs?
Answer: Since this is a multiphase requirement and this being only the first phase, we only need the doors identified by the contractor, conduct the drop-test, and annotate the parts needed and cost. The doors that fail, please tag those doors and report those to us.
Question: Do you have a previous year's report you can share with us?
Answer: We do not have any reports and some of these doors are a couple years past due.
Question: Can you provide the manufacturer information/model?
Answer: We don’t have all makes/models because of how previous work was conducted and there is mixture of different makes and models of the doors.
Question: Pictures of the labels on the existing rolling doors?
Answer: We don’t have the photos and not all doors have photos at this time.
Question: Are they operated by a switch or are they manual, or both? There is a combination of both.
Answer: How many are switch-operated? Unknown
Question: How many are manual?
Answer: Unknown
Question: What are the dimensions?
Answer: Uknown
Question: Is a lift available on site?
Answer: No, must provide own.
Question: If not, will we have any issues bringing a rental lift onsite?
Answer: A lift has to be bought on-site by the contractor to conduct the work.
Question: Is there a governing mechanism accessible?
Answer: Not sure what this is???? I know there are latches and the links that close the door when a fire occurs.
Question: Are any governing mechanisms/fusible links above ceiling?
Answer: All the fusible links are above the doors.
Question: Are any of the rolling doors alarms activated?
Answer: No
