CSC-24502 Electrical Equipment Maintenance Questions and Answers
1. We primarily test 400amp breakers and above. During our testing we have capability of primary/secondary testing. I noted the PSW calls-out 40amp and above. We would like to have more clarity or scope on panelboards, lighting panels, 40amp-400amp rated equipment. Is the lower rated equipment primarily visual inspection and material cleaning?
For scheduled preventive maintenance, secondary injection testing is all that is required.
No. All equipment in the PWS will be performed per the applicable section of NFPA 70B and other documentation as applicable (e.g., manufacturer O&M manuals) as noted in the PWS.
2. What will be the process to authorize techs on-site?
a. Full understanding of what needs to be performed prior to arrival
b. Check-In each day
c. Primary Contact(s) a.) Contractor employees will be given permanent badges. Contractor should estimate approximately 2 hours for each employee to process background checks and obtain badging at our Pass and ID Office.
b.) Contractor will have daily check in/out of keys. Estimated time 5 minutes c.) Primary contacts will be given at the project kickoff meeting.
3. Are scopes performed per bldg. or per exhibits (see below)
a. Exhibit B – Interior
b. Exhibit C – Exterior
c. Exhibit D – Emergency Generators
d. Substation
4.2.1 – Estimated Baseline Equipment Quantities: Estimated equipment quantities shown in TECHNICAL EXIHIBITS B, C and D are the Government’s estimated totals (Actual quantities may differ) and are provided to give a baseline quantity to the Contractor. Contractor shall assess DSCC’s electrical distribution system and provide updated inventory of equipment. Scheduling and work grouping are at the contractors discretion but utility outages, disruptions, and interference to Government operations must be minimized.
4. Will all invoicing and service hours be managed through www.sam.gov?
a. All invoicing will be done through Wide Area Workflow (WAWF).
5. Procedures outlined for additional costs that may occur during testing or inspections?
Reference PWS Paragraph 4.4 – Task Area 4 – Corrective Maintenance. Also reference FAR 52.236-2 Differing Site Conditions
6. When is the Contracting Officer Rep (COR) identified? How many?
a. Two CORs will be appointed at the time of contract award. One primary and one alternate.
7. Where will testing documentation results be stored?
a. SAM portal
b. Do hard copies need to be provided and to who?
a. No
b. Yes and to the COR
8. What if interruption is needed for off-hours (weekends/outside of 0700-1700hrs)?
a. Need to understand the additional billing process thoroughly.
a. If off-hours work is necessary, it will be negotiated prior to performance as contract modification on a case-by-case basis.
9. Do we need to schedule an on-site contractor trailer or can room be provided on-site?
The Government will provide a minimum of 200 square feet of admin space. If an on-site trailer is needed, then a contract modification shall be negotiated.
10. Section 4 Task Requirements:
a. 4.2.1 Will this requirement be performed throughout the 12-months or prior to the project starting?
4.2 Task Area 2 - Electrical Site Assessment: ……...Assessment shall be completed within 60 days of contract notice to proceed or Option Year award.
4.2.2 - Equipment Inventory Report and Assessment: The Equipment Inventory Report shall be submitted within 30 days upon completion of the site assessment.
11. Is there a copy of the existing PM Schedule provided?
No.
