DSCC VISITOR PROCESS

Unescorted Visitors: will be registered in the Defense Biometric Identification System Pre-Enrollment website and the Visitor Notification System. Any CAC or Uniformed Services ID holder can sponsor a visitor for unescorted access. The sponsor establishes a visitor’s purpose and assumes responsibility for the visitor for their entire stay while on DSCC.

a. Visitors must use the DBIDS pre-enrollment website (https://dbids-global-enroll.dmdc.mil/preenrollui/#!/) and enter their information. Each visitor must print or download the confirmation which contains a six-digit number and send a copy of the confirmation to the sponsor and have it in their possession upon entering the installation.

b. Authorized sponsors are required to register all visitors they sponsor by using the

VNS enrollment module located at https://today.dla.mil/Columbus/visitornotice. Visitor proceeds to the Visitor Control Center (VCC) to obtain their unescorted visitor pass NTE 7 days.

c. For large group functions, defined as functions with 20 or more, visitors will follow the unescorted process. Sponsors may complete a visitors log instead of entering each visitor individually in the VNS. The sponsor is responsible for emailing a completed visitor log to pass.and.id@dla.mil no later than 7 working days prior to the event. Pass & ID will pre-vet these visitors and create personalized passes. Visitors will then be routed through Lane 1 of the installation’s entrance where the Police will verify their identity and issue their pass.

Escorted Visitors: Those that failed or are unable to meet the Unescorted Access process. Must present either a valid state driver's license, state identification card with photo, a valid U.S. passport, or a valid passport from other countries cleared by the State Department. A maximum of five visitors per escort are permitted and they can be in the same vehicle with the person performing escort duty, or in one follow-on vehicle.

Trusted Traveler Program (TTP): Allows a uniformed service member, DoD civilian employee, DoD contractor, military retiree, or a dependent, 18 years of age or older, with a valid DoD/DBIDS credential to vouch for occupants in his/her immediate vehicle or on foot. They must have sufficient knowledge of the co-travelers to legitimately vouch for their identity, fitness, and purpose.

a. Vehicle occupants who are 18 years of age or older must have in their possession a valid picture ID (driver’s license, state ID, passport, etc.) issued by an authoritative state/federal agency.

b. The TTP is not authorized for military dependents below the age of 18 (except spouses), foreign passports or ID cards, veterans, and caregivers eligible for MWR benefits.

c. Trusted Travelers must be escorted unless they have in their possession an DoD/DLA ID that allows unescorted access. If at any time, those without an ID in their possession request unescorted access, the Trusted Traveler will sponsor the individual for unescorted access at the VCC.

Both sponsors and escorts of installation visitors must ensure the visitor is aware of and agrees to follow applicable visitor policies and procedures to include prohibition of weapons on DSCC and ensure each Escorted and TTP visitor is escorted off the installation at the end of the visit. Sponsors are responsible for their visitors for their entire visit and all escorted visitor vehicles will be inspected.

Visitors and or Sponsors who don’t have access to DBIDS pre-enrollment or VNS, will need to complete the unescorted visitor process at the Visitor Control Center. This will result is a longer processing time.
