Subject: Replies to the Pre-bid RFIS for Project No. CSC-19731 M&R Sanitary Lines Site Wide
We have the following replies to the pre-bid questions regarding the above-referenced project:
1. Under the Past Performance submittal, the requirement requests 3 and no more than 5 recent projects of similar nature. Is this required of the prime contractor bidding the work or will experience of the bidder and their subcontractors be acceptable?
Reply: The prime contractor work experience or their subcontractor’s work experience shall be acceptable.
2. Per the solicitation, the estimated project cost is estimated between $250,000 and
$500,000. Should total project cost proposals exceed this estimated amount, will additional funding be available and if so, is there a maximum threshold above this estimate that the Government can award?
Reply: Magnitude (X) This Project is estimated between $500,000 and $1,000,000
3. Related to the question above, per the solicitation, the estimated project cost is estimated between $250,000 and $500,000. If total project cost proposals exceed this estimated amount and no other funds are available, will the Government award a portion of the project within the estimated budget or will the solicitation be cancelled until additional funding can be sourced and funded at a later date?
4. Due to the current COVID-19 epidemic, there is a lack of traffic on the site. This is based on our site visit after the pre bid meeting. If this work was completed before the site was re-opened to regular to normal traffic, there would be a substantial cost savings with regard to a reduction of traffic control and bypass. Since it is undetermined when the COVID restrictions will be lifted, can the Owner please address this concern by creating an alternative pay item for additional traffic control and bypass support if this project was completed after COVID restrictions lift?
Reply: Yes, Biddders could make an option as stated above.
5. The plans state the contractor shall “complete post-TV inspections and repairs to the installed liner before acceptance. Complete Pre-TV, Post-TV, RE-TV and Warranty-TV inspections in accordance with section 3301 30.16 TV Inspection of sewer pipelines.” Typically, we will provide the owner with a Pre Video (which is taken after the cleaning but before the CIPP liner) and then we provide the owner with a post CCTV (which is recorded after the CIPP is installed). Can the owner please clarify how many more videos are needed and if you do require a warranty videos, how long after final acceptance will we have to remobilize to complete?
Reply: TV-inspection shall be performed until Warranty –TV inspection meets the Specs requirements. It depends on inspections job performance, If first Warranty-TV inspect will meet the specs requirements, then no further TV inspection will be required.
6. Could the owner/engineer please clarify when was the last time sewers were cleaned and televised?
Reply: It was cleaned & televised inspections in the months of October & November of Year 2017.
7. Are CCTV available to review? If so, Who performers it in the past? Could the owner/engineer please share it?
Reply: Sorry, unable to share due to COVID-19.
8. We would recommend and request that the Owner changes the bid form to a unit priced contract. This way if any of the diameters or footages are incorrectly provided on the plans, we will have established unit rates to bill. (ie. If this is a lump sum contract, and we encounter a 10” pipe that was marked on the plans as an 8” pipe, currently there is no way for us to get compensated for the larger diameter).
Reply: It is acceptable. Bidder could submit their own bid forms instead of using Govt. bid forms.
9. Will the owner be providing a water meter for the contractor to hook up to the existing fire hydrants throughout the project and allow us to utilize free of charge?
Reply: Yes
10. Will the City provide a drying bed to the contractor to dispose the solids once decanted from the vacuum truck? If so, what is the location?
Reply: No. Bidder should keep disposal debris within their vacuum truck and drive to the disposal site Off DCC Complex.
11. If no drying bed will be provided by the owner, what is a nearby location that will accept the debris?
Reply: Bidder should find out the disposal site.
12. What is the average daily flow for each diameter sewer system? (ie. 8” GPM, 10” GPM, 12” GPM, 15” GPM, and 18” GPM)
Replies: It varies best on the population of each buildings. Please follow the Building Code regulations for each sizes’ of the sewer lines.
13. Are there any force mains that connect to the lines to be CIPP?
If so, what size force mains?
Which manholes do they dump into?
What flowrates for each force main?
What are the hold-times for each force main?
Reply: Yes. See drawing sheet 2 , KEY PLAN for sizes of the pipings. Force Main starts at
Column 21 & H at the intersection of Foyle Ave & Roosevelt Lane LIFT STATION and runs west along E street to the MH # 125 between Columns G & F at the James Road.
13. After the laterals are reinstated, are the contractors required to grout every single service lateral?
Reply: Yes.
14. Is the owner/engineer anticipating any protruding laterals to be cut? If any, please add a pay item for it in the bid tab.
Reply: Not anticipating any additional work. Project includes that the liner shall be cut to provide proper connection to the service lines as required.
15. The plans state that the contractor shall “submit as-built drawings for the portions of the sanitary sewer system that were rehabilitated showing complete detail with dimensions, both above and below grade, including invert elevations at manholes.” Is it the owner’s intent to get a professional surveyor to lay out and re-draw this site showing the improvements and elevations? If so, will the owner be providing site control? Or is the owner wanting the contractor to provide a simple “red-line as-built” marked on the existing plans (but this would not list the invert elevations of the manholes)
Reply: Government’s intention to have a professional surveyor to layout and redraw site plan instead of red marked out site plan.
16. Can the owner please provide a larger/more clear overview map in a PDF format?
Reply: No
17 . Can the owner please provide a copy of the pre-bid sign in sheet?
Reply: It may provide by the Contracting Officer if the regulation allowed to do that.
18. between $250,000 and $500,000. If total project cost proposals exceed this estimated amount and no other funds are available, will the Government award a portion of the project within the estimated budget or will the solicitation be cancelled until additional funding can be sourced and funded at a later date?
19. -It appears that many of the manholes are buried. Can a line item be added for the hourly locating of buried manholes?
Reply: Bidder should include this cost to the line items for locating of manholes work.
No need to have a separate line items. All manholes are shown on the plans. Exact location could be very close vicinity of the indicated locations.
20. -based on the question above, we will need to have the manholes exposed/raised so we will need a bit item for that
Reply: It is part of the cleaning & lining work. No need to have a separate line items.
