About this file

This is a Justification and Approval for Other Than Full and Open Competition memorandum issued by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia. The document authorizes a sole-source procurement of Knoll, Inc. brand-name modular office furniture through Corporate Facilities of New Jersey, LLC (CFI Workspace), an authorized small-business dealer and installer. The acquisition supports DLA Installation Management's renovation of office spaces at Naval Support Activity–Philadelphia (NSA-P), Building 45 Suite C4001, and includes procurement, installation, and relocation of four modular staff cubicles (workstations) to building 26, 1st floor. The Government anticipates award of a Firm-Fixed-Price (FFP) purchase order with space inspection and measurements immediately upon award, delivery expected within ninety (90) days from the date of inspection/finalization, and full installation and relocation of existing workstations completed within one hundred twenty (120) days after award.

The justification cites 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(b) and FAR 6.302-1(d), as the statutory authority for sole-source procurement, establishing that Knoll products are the only manufacturer capable of meeting requirements and CFI Workspace is the only authorized dealer within the required 150-mile radius of NSA Philadelphia capable of meeting delivery and installation timelines. Market research conducted in 2026 evaluated four vendors; only CFI Workspace provided a quote for Knoll products. The procurement prioritizes uniformity with existing recently renovated office furnishings to control long-term maintenance costs and simplify component replacement with standardized parts. The Contracting Officer determined that quoted pricing will be evaluated for fairness and reasonableness using price-analysis techniques including comparison to historical prices, competitive published price lists, Independent Government Cost Estimates, and other pricing data. The estimated dollar value is redacted, and a combined synopsis/solicitation will be sent directly to CFI Workspace and published on SAM.gov with a redacted copy of the justification. CFI Workspace's contact information is provided as: 7001 N Park Dr, Pennsauken, NJ 08109, CAGE Code 5SWG3.

MEMORANDUM FOR FILE

JUSTICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

(FAR 6.104-1(a)

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY:

Requesting Agency:

2. NATURE AND/OR DESCRIPTION OF ACTION(S) BEING APPROVED:

This justification authorizes the use of other than full and open competition for the procurement of brand-name modular office furniture manufactured by Knoll, Inc. The instant acquisition will be executed on a sole-source basis with Corporate Facilities of New Jersey, LLC (CFI Workspace). The modular office furniture described in the Performance Work Statement (PWS) will be acquired in support of Defense Logistics Agency (DLA) Installation Management.

CFI Workspace is the only responsible, technically capable, and available small-business source within the geographic area that can ensure that new furniture is uniform with the existing office furnishings and recently renovated DLA office spaces at Naval Support Activity–Philadelphia (NSA-P), Building 45 Suite C4001. The acquisition seeks to procure four (4) modular staff cubicles (work stations), delivery, installation and relocation of existing workstations to building 26, 1st floor.

The Government anticipates award of a Firm-Fixed-Price (FFP) purchase order; with space inspection & measurements immediately upon award, delivery expected ninety (90) days from date of inspection/finalization, relocation of existing workstations, and full installation anticipated one hundred twenty (120) days after date of award.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS (INCLUDING AN ESTIMATED DOLLAR VALUE):

The Defense Logistics Agency (DLA) Installation Management is an agency of the Department of Defense (DoD). DLA Installation Management is in the process of renovating multiple DLA workspaces at NSA Philadelphia. This acquisition is necessary to provide a higher level of security, confidentiality, and privacy for office of counsel and its support staff.

The acquisition specifies Knoll, Inc., modular office furniture and systems to ensure uniformity with the existing office space. The purchase will be executed as a Firm-Fixed-Price Purchase Order that includes procurement and installation of new modular furniture, systems, fixtures, and relocation & reinstallation of existing furniture.

Market research was conducted by contacting multiple industry participants known to conduct business with DLA Installation Management and Engineering Program Management Offices (PMO).

The estimated dollar value of this acquisition is . Delivery of purchased modular furniture shall occur no later than ninety (90) days following award, with installation & relocation of existing furniture completed within one hundred twenty (120) days after delivery.

4. AN IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION:

The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(b), “Only one responsible source and no other supplies or services will satisfy agency requirements,” and FAR 6.302-1(d), “Brand-name description or other purchase description.”

Knoll modular furniture is a brand-name product of Knoll, Inc., which is the only known manufacturer of the required solution. No other product can fulfill the requirement. In addition, CFI Workspace is an authorized small-business dealer and installer of Knoll products, is the closest geographically located authorized dealer, and is the highest-rated reseller of Knoll modular office furniture.

Maintaining uniformity across renovated spaces helps avoid excessive future costs associated with replacing or maintaining components sourced from multiple manufacturers.

5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF

THE CITED AUTHORITY:

Recent modular furniture purchases at DLA Philadelphia have exclusively prioritized Knoll-manufactured products to ensure uniformity. The DLA Installation Management PMO has emphasized maintaining uniformity in modular furniture and executive office furnishings throughout recently renovated buildings on base to lower costs of ownership.

This consistency enables DLA to better control long-term maintenance costs and simplifies replacement of damaged or worn components with standardized parts. If uniformity is not preserved, the Government may incur significant additional costs and delays due to incompatible components requiring special replacement or repair actions.

6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED

FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE:

The DLA Installation Management PMO conducted a review of DoD and GSA MAS furniture acquisition channels to assess whether other vendors could provide the same or similar solutions. An evaluation of GSA MAS furniture vendors indicates that no Knoll-authorized dealers—other than the OEM and CFI Workspace—are located within a 150-mile radius of NSA Philadelphia and capable of meeting required delivery and installation timelines.

As CFI Workspace has been determined technically capable and the only authorized dealer within the required geographic area, and no other similarly situated sources were identified during market research, this acquisition will be solicited on a sole-source basis.

In accordance with FAR 6.302-1(b)(2), a combined synopsis/solicitation will be sent directly to CFI Workspace and made publicly available on SAM.gov, along with a redacted copy of this justification.

8. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED

COST WILL BE FAIR AND REASONABLE:

As the Contracting Officer, I hereby determine that quoted pricing will be evaluated and determined fair and reasonable in accordance with FAR 15.404-1. The Government may use various price-analysis techniques, including:

• Comparison to historical prices for the same or similar items (FAR 15.404-1(b)(2))

• Comparison to competitive published price lists or market prices (FAR 15.404-1(b)(4))

• Comparison to the Independent Government Cost Estimate (IGCE) (FAR 15.404-1(b)(5))

• Analysis of data other than certified cost or pricing data provided by the offeror (FAR 15.404-1(b)(7))

9. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND RESULTS:

DLA Installation Management conducted market research in 2026, as documented in its July 15, 2026 Market Research Report, comparing Knoll-manufactured products to similar offerings.

Research included review of acquisition history, searches of SAM.gov Contract Opportunities, and GSA eLibrary searches for vendors with comparable offerings.

Four vendors were contacted. Only CFI Workspace provided a quote for Knoll products. One vendor quoted remanufactured items, another provided a quote with no manufacturer designation, and UNICOR—being a mandatory source—was included for comparison.

The Contracting Officer also reviewed recent DLA furniture purchases and determined that a brand-name item description for Knoll products supplied by CFI Workspace best meets the Government’s needs.

10. ANY OTHER FACTS SUPPORTING USE OF OTHER THAN FULL AND OPEN

COMPETITION:

N/A

11. SOURCES THAT EXPRESSED INTEREST IN WRITING:

CFI Workspace (CAGE Code 5SWG3) 7001 N Park Dr Pennsauken, NJ 08109

12. ACTIONS THE AGENCY MAY TAKE TO REMOVE BARRIERS TO COMPETITION

FOR FUTURE ACQUISITIONS:

At this time, CFI Workspace is the only supplier of the supplies and services capable of fulfilling this requirement within the necessary time frame. DLA will continue to pursue competition whenever possible and conduct ongoing reviews to stay current with market developments. DLA will continue surveying the market to ensure full and open competition to the maximum extent practicable.
