About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the Defense Logistics Agency (DLA) regarding a contract modification with Supply Chain Technologies (SCT) Software. The modification involves adding xTrack software for Parcel and LTL tracking to the existing XPS software contract (SP4701-22-C-0099) awarded on September 7, 2022. The justification cites that XPS is a proprietary software integrated into the Warehouse Management System (WMS), and changing vendors would require a complete rewrite of system capabilities, potentially causing significant disruptions including loss of customer support, unknown implementation costs, retraining requirements, and extensive software recoding.
The document outlines the statutory authority for sole-source procurement under Title 10, U.S.C 2304(c)(1), noting that SCT is the sole distributor of XPS software with no resale program. The J&A emphasizes that the software is critical to the Distribution Standard System (DSS) and DLA's Enterprise Resource System (ERP), with any alternative solution potentially causing substantial operational challenges. The agency will attempt to ensure fair and reasonable pricing through various price analysis techniques, including comparing proposed prices and conducting market research, despite SCT being the only known vendor for this specific software solution.

DEFENSE LOGISTICS AGENCY (DLA)
DLA CONTRACTING SERVICES OFFICE-PHILADELPHIA
700 ROBBINS AVENUE
PHILADELPHIA, PA 19111-5092
JUSTIFICATION FOR OTHER THAN FULL AND
OPEN COMPETITION (OTFAOC)
Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, and FAR Part 15
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
Requesting Agency:
Defense Logistics Agency (DLA) Information Operations (J6) 8725 John J Kingman Road Fort Belvoir, VA 22020-6220
POC:
Telephone:
Email:
Contracting Activity:
DLA Contracting Service Office Philadelphia 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE/DESCRIPTION OF ACTION(S):
The J62D DSS Portfolio Management Program is requesting a modification to the current XPS Software contract by adding xTrack for Parcel and LTL tracking (CLINS2002-2003) within the program for the remainder of the contract.
The contract with SCT Software is:
Contract SP4701-22-C-0099 awarded September 7, 2022.
3. DESCRIPTION OF SUPPLIES/SERVICES:
XPS is a proprietary software developed by SCT Software. The XPS software has been integrated into the application development and implementation of the Warehouse Management System (WMS). DLA has utilized XPS software as part of the WMS implementation. Any change in strategy would require a rewrite of these capabilities and further delay the deployment of WMS. xTRACK eliminates inefficient or manual systems and incomplete data, giving organizations comprehensive access to high-velocity shipping data that is integral to making more proactive supply chain decisions.
J62D XPS Maintenance Renewal For Official Use Only (FOUO)
There will be a $ increase to the Option 2 period of the contract utilizing FY25 funds.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
The statutory authority permitting other than full and open competition is Title 10, U.S.C 2304 (c), (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy the agency requirement” Supply Chain Technologies (SCT). XPS software and related maintenance is a proprietary product of SCT, and currently they do not have a resale program, making them the sole distributor.
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
J6 is responsible for supporting the Distribution Standard System (DSS), which is a globally fielded information technology capability, supporting inventory status and orders from the warfighter, among other functions. The DSS program office has been tasked to perform a technical refresh of some DSS capability and tightly integrate DSS with the remainder of DLA's Enterprise Resource System (ERP), Enterprise Business System (EBS). To accomplish these objectives, J6 utilized the XPS software developed by SCT by intergrading it to the application development and implementation of the Warehouse Management System (WMS).
Due to current integration of XPS with WMS, any attempt to use another product or company's software in this environment would require a complete revamp of the WMS application implementation, causing multiple issues, such as loss of customer support to DLA clients, unknown budgetary cost to implement a new software product, the need for extensive retraining and recertification of the administration staff, extensive recoding of software by the application staff, and extensive application and database downtime to implement the new solution.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICAL.
A search in DoD ESI and GSA was also conducted with no results. Per the OEM, XPS is a proprietary software product developed by Supply Chain Technologies LLC dba SCT Software, and currently they do not have a resale program, making them the sole distributor. However, the requirement will be synopsized to solicit any resellers of XPS Maintenance. All responsible parties will be given an opportunity to submit an offer.
7. DETERMINATION OF FAIR AND REASONABLE COST:
Although the OEM indicated to be the sole reseller for this product, the Government will attempt to obtain offers from as many vendors as practicable, to determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various prices analysis techniques including, but not limited to:1) comparison of proposed prices received in response to the solicitation (reference FAR 15.404-
1(b)(2)(i); 2) comparison with competitive published price lists (reference FAR 15.404- 1(b)(2)(iv); and 3) comparison of proposed prices with prices obtained through market research of the same or similar items (reference FAR 15.404- 1(b)(2)(vi), in order to obtain a fair and reasonable price.
8. MARKET RESEARCH:
As listed above SCT is the current contract holder for this software as well as the Sole Providers of XPS Maintenance and Software Support. It was requested by the customer for the xTrack software to be added. A quote was requested from SCT for the additional software to be added to the contract. Therefore, no additional market research was conducted at this time.
9. ANY OTHER SUPPORTING FACTS:
DLA has utilized XPS software as part of the WMS implementation. Any change in strategy would require a rewrite of these capabilities and further delay the deployment of WMS.
Finally, delays to this program are monetized at $ per year, due to the maintenance expense of the antiquated components of the DSS system. These antiquated components are anticipated to be significantly reduced on the plan's current path.
10. LISTING OF INTERESTED SOURCES:
To date, the following firm is the only vendor who has expressed an interest in the acquisition effort:

Phone:
