SOLE SOURCE STATEMENT

SUBJECT: Inclusion of Additional “In-Scope Support

REFERENCE: FAR 52.212-4 (c): Changes

REQUIREMENT: Add xTrack Software to XPS Software Maintenance and Support

CONTRACT NUMBER: SP4701-22-C-0099

DCSO-Philadelphia intends to issue a modification under DCSO-P task order SP4701-20-C- 0099 with Supply Chain Technologies to incorporate supplemental software known as “Xtrack” which will enhance logistic delivery tracking and will be used by the DLA to improve supply chain management decisions. Xtrack software is proprietary to Supply Chain Technologies and will be purchased on a sole source basis under the statutory authority permitting other than full and open competition is Title 10, U.S.C 2304 (c), (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy the agency requirement”

Supply Chain Technologies (SCT). Xtrack software and related maintenance is a proprietary product of SCT, and currently they do not have any certified dealers or resellers of their SW products.

Xtrack is a proprietary software developed by SCT Software. The Xtrack SW will be integrated to existing XSP software that is already in use by the DLA Warehouse Management System (WSM) to enhance comprehensive access to high velocity shipping data that can be is integral to making more proactive supply chain decisions.

There are no other known providers other than Supply Chain Technolgoies capable of satisfy the instant requirement. Due to current integration of XPS with WMS, any attempt to use another product or company's software in this environment would require a complete revamp of the WMS application implementation, causing multiple issues, such as loss of customer support to DLA clients, unknown budgetary cost to implement a new software product, the need for extensive retraining and recertification of the administration staff, extensive recoding of software
