Procurement Integrated Enterprise Environment Common Operation Environment

SP4701-20-R-0013

FOR: PIEE COE Support Services Acquisition

SUBJECT: Questions/Answers in response to Request For Proposal SP4701-20-R-0013

Question/Answer #1:

Question: Is there an incumbent contractor performing this (or similar WAWF) work?

Answer: CACI Enterprise Solutions, Inc. supports the current WAWF/EDA sustainment and development efforts via a Contractor Teaming Arrangement (CTA). CACI is the Team Lead and Tritus Technologies is the Small Business Teaming Partner.

Question/Answer #2:

Question: Is the RFP focused only on personnel to support the Procurement Integrated Enterprise Environment?

Answer: Offerors shall provide a total solution encompassing the necessary labor categories and hours needed to support the PIEE COE Support Services per the PWS.

Question/Answer #3:

Question: Is there a storage hardware and software requirement for this RFP/environment?

Answer: Refer to Section C.3 of the RFP for the required Hardware/Software requirements.

Question/Answer #4:

Question: Section B.4 of the Solicitation states that a large business is required to form a CTA with a least one

(1) small business that also meets the socio-economic categories listed in this Section. The types of Small Businesses listed in the table of this Section includes WOSB, SDVOSB, VOSB, HZSB and “8(a), SDB”. I wanted to confirm that the 8(a) certification is not a specific requirement, and that a small business that is also a Small Disadvantaged Business, but who is not 8(a) certified, will satisfy meeting the requirement. Section L.4.3 lists SDBs as a small business type that will meet the 40% CTA requirement, and Section L.4.4.4 lists SDBs as a small business type that is part of the small business subcontracting goals (understood that this is outside of the CTA requirement).

Answer: Per Section B.4 of the RFP, the Team Lead, if a large business, is required to form CTA with at least one (1) small business and at least one (1) other small business category referenced in Section B.4 to satisfy the DLA requirement that a minimum of 40% of the total sustainment price for the base and option years shall be dedicated to Small Business. An 8(a) certification is not a requirement for this effort.

Per Section L.4.4.4, Offerors *regardless of size shall describe the extent of proposed Small Business Participation in performance of the contract in accordance with DFARS 215.304. At a minimum, each offeror shall provide a proposal that subcontracts a minimum of 15% of the total contract value to small business.

Additional subcategory goals are established for the following socioeconomic targets: 3.0% for Service- Disabled Veteran-Owned Small Business (SDVOSB), 5.0% for Small Disadvantaged Business (SDB), 5.0% for Women Owned Small Business (WOSB), and 3.0% for Historically Underutilized Business (HUB Zone). All Offerors, regardless of business size, are required to submit Small Business Participation Information in accordance with DFARS 215.304. Small business are not required IAW with FAR 52.219-9 to submit subcontracting plans. Small Business Participation is separate from the CTA requirement listed in Section B.4 of the RFP.

Question/Answer #5:

Reference: Reverse Auction Question: On page 106 the RFP cites, DLAD 15.407.90 Reverse Auction (OCY 2016), and the utilization of the Reverse Auctioning. Does DLA intend to invoke Reverse Auctioning for this opportunity? Since this is a single award IDIQ, can it be assumed that reverse auctioning will not be used post award?

Answer: The Government does not intend to utilization Reverse Auction procedures for this procurement.

Question/Answer #6:

Reference: Application Develop (KP) Elastic Search Engineer 1 Certification Question: On pages 60-16, Key Personnel, the Application Developer is required to have “ElasticSearch Engineer 1 certification”. Personnel with this certification are extremely limited and it is believed that only the incumbent is able to readily provide KP with this Certification. Will the Government consider removing this ElasticSearch Engineer 1 certification requirement so that competition is not unfairly limited?

Answer: The government requires the certifications that are identified for this key labor category and remains unchanged. One of the four key services PIEE provides the DoD and Federal users is a robust data layer and reporting. Elastic Search is a key component and certification provides the assurance that the KP are knowledgeable with that technology.

Question/Answer #7:

Reference: Past Performance References Required Question: On page 167, L.4.4.5 Non-Price Factor 5: Past Performance, the Government cites that the Offeror must submit a minimum of three (3) past performance references for the proposed CTA, which shall include, two (2) past performance references for each proposed Teaming Partner. On page 168, the Government then states that “The Government requests that the Offerors submit PPQ(s) for three (3) of the five (5) identified Past Performance contracts...” Will the Government clarify the minimum number of past performance references required from the Prime Offeror and the minimum required past performance references required for each Teaming Partner? With the current COVID-19 pandemic, would the Government consider utilizing CPARS in lieu of PPQs if a Government customer is unable to return the PPQ within the timeframe required?

Answer: Per the RFP, “Past Performance Questionnaire (PPQ): If forming a CTA, the Offeror shall submit PPQ(s) for a minimum of (3) identified Past Performance contracts and a minimum of (2) PPQ(s) for the Teaming Partners, refer to Attachment 5 for the PPQ form. In not forming a CTA, Offerors shall submit PPQ(s) for a minimum of (3) identified Past Performance contracts, refer to Attachment 5 for the PPQ form.”

Question/Answer #8:

Reference: CTAs and Small Business Subcontracting Requirement Question: On page 11, B.3 Contractor Team Arrangement, the Government states, “Subcontractors are not considered members of the CTA and responsibility for the subcontractor will rest with the applicable Team Partner. Subcontractors may be large or small businesses and may not be used to satisfy the Small Business (SB) requirement that a minimum of 40 percent of the total sustainment price for the base and option years for the PIEE COE Support Services effort must be dedicated to either a SB, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and/or HubZone Small Business (HZSB) concerns.” On page 165, L.4.4.4 Non-Price Factor 4: Small Business Participation, the Government states, “Offerors regardless of size shall describe the extent of proposed Small Business Participation in performance of the contract in accordance with DFARS 215.304. At a minimum, each offeror shall provide a proposal that subcontracts a minimum of 15% of the total contract value to small business.” Is the Prime Offeror allowed to count it’s small business CTA partners towards the fifteen percent (15%) minimum total value required to be subcontracted to small businesses? If not, is it the Government’s intent that the Prime Offeror shall only ever perform forty-five percent (45%) of the work in performance of this contract?

Answer: If proposing as a Large Business, offerors are required to form a CTA and propose a minimum of 40% of Sustainment dollars for the base and option years to Small Business. In addition, Offerors are required to allocate a minimum of 15% of the balance (adjustment of total solution after the minimum 40% sustainment dollars are allocated) of total contract dollars to small businesses. Offerors are not allowed to count CTA dollars proposed toward the subcontracting requirement.

Per Section B.4 of the RFP, the Team Lead, if a large business, is required to form CTA with at least one (1) small business and at least one (1) other small business category referenced in Section B.4 to satisfy the DLA requirement that a minimum of 40% of the total sustainment price for the base and option years shall be dedicated to Small Business.

Question/Answer #9:

Reference: Proposal Response Extension Request Question: Given the CTA requirements, key personnel resumes which must be sourced and July 4th holiday, will the Government consider extending the proposal response due date for three weeks, through Friday July 17, 2020 at 2:00 PM Eastern Time?

Answer: At this time, the RFP closing date and time remain as is; June 26, 2020 at 2:00 PM Eastern Time.

Question/Answer #10:

Reference: L.4.4.5 Non-Price Factor 5: Past Performance Question: On page 168 the RFP refers to “the five identified Past Performance contracts”. On page 167 it states “The offeror must submit a minimum of three (3) past performance references for the proposed CTA, which shall include, two (2) past performance references for each proposed Teaming Partner.” What is the acceptable range for past performances from the CTA Lead? From each Teaming Partner? In total?

Answer: Per L.4.4.5, if forming a CTA, the offeror must submit a minimum of three (3) past performance references for the Team Lead and a minimum of two (2) past performance references for each proposed Teaming Partner. If not forming a CTA, Offeror must submit a minimum of three (3) past performance references.

Question/Answer #11:

Reference: M.2 Evaluation Factor Question: Please identify the desired requirement between the following two statements: “Past Performance is made up of three aspects; Relevancy and Quality.” And “B. Past Performance Rating: There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information). These three aspects, when combined, will result in the offeror’s performance confidence assessment rating.”

Answer: In the RFP, M.2 Evaluation Factors were updated to correct the past performance factor to state “three” aspects of past performance in lieu of “two” B. Past Performance Rating: There are three aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information). These three aspects, when combined, will result in the offeror’s performance confidence assessment rating.

Question/Answer #12:

Reference: Section L.4.1, II, Non-Price Proposal/Attachment 3 Question: The Government limits Key Personnel Resumes to three pages. Will the Government expand the page limit to “no page limit”, since almost all of the Key Personnel requirements have several certifications and degrees to list. Attachment 3: Key Personnel Resume Template on page 204, requires each certification and degree to utilize several lines. This current template format is restrictive and will not provide the Government the full picture of the qualifications they desire in each Key Person.

Attachment 3, Key Personnel Resume Template uses a significant amount of space that could be better utilized to provide the Government the level of detail required in the Relevant Experience description section. (For example, in the current structure it would take five rows to show a candidate’s education. In our typical structure all of the same information could be provided in one row.) If the Government is unwilling to expand the resume page limit, would the Government accept the Offerer’s format of a more condensed resume template in a table as long as all of the components provided in Attachment 3 are clearly provided?

Answer: The RFP has been updated to reflect No limit for proposed Resumes.

Question/Answer #13:

Reference: Section C.14.2.a. Key Personnel Question: Will the Government consider relaxing the requirement for both an ElasticSearch Engineer I certification and AWS Certified Developer Associate, and replace them both with just experience using the technology and appropriate 8140 or 8570 certification? We’ve seen a trend where most individuals that utilize open source tools such as ElasticSearch will gain valuable experience just using the tool, but will never go through formal training and certification.

Answer: The government requires the certifications that are identified for this key labor category and remains unchanged. One of the four key services PIEE provides the DoD and Federal users is a robust data layer and reporting. Elastic Search is a key component and certification provides the assurance that the KP are knowledgeable with that technology.

Question/Answer #14:

Reference: Section L.4.4.5 Factor 5: Past Performance Question: Will the Government accept CPARS evaluations in lieu of PPQs?

Answer: Offerors are required to submit the requested PPQs with their proposal.
