Performance APLs
Acceptable Performance Level is the minimum performance of each requirement before the Government considers performance unsatisfactory.
Specification of an acceptable performance level does not allow the contractor to knowingly provide defective service; it is recognition of the fact that defective performance may sometimes occur unintentionally. As long as the performance percentage does not fall below the specified acceptable performance level, the Government will not deduct for poor performance. However, the contractor shall be required to re-perform or correct the defective service or product at no additional cost to the Government.
The surveillance method shall be from Collection Summary Report(s) (CSR) furnished by the Contracting Officer Representative (COR), customer feedback, and tracking of final disposal/recycling submittals. All negative and positive actions/performance shall be the basis for monetary deductions and/or past performance annotations.
Performance incentives for the contractor shall include, but are not necessarily limited to, favorable impact on option exercise decisions, future awards of the same requirement, and future awards of similar requirements by DLA Disposition Services as well as other Government and non- Government entities that may review performance of this contract.

Questions and Responses
SP4530-16-R-0004
Amendment 0002
Question and
Response No. Question/Comment Submitted Suggested Response 1 What type of forklift is required? The government needs to provide the correct information so that we can get the correct cost estimate.
A 1,000 kg capacity forklift has been sufficient in the past.
2 On page 3 of 59 sentence (5) can you explain why this is being added.
In all the previous solicitations there was no such clause. In addition what % is the monetary deduction per offence or occurrence and how much?
The exact verbiage was included in the solicitation for the current contract for this requirement awarded in 2012. Very similar verbiage was included in the solicitation for the prior contract awarded in 2008. APL attachments were also included in the solictations and contracts. This is standard for DLA Disposition Service solicitations and contracts.
The "Acceptable Performance Level (APL)" and "Reduction For Failed APL" columns are revised via Amendment 0002 to reflect verbiage and amounts closer to what is used in the current contract. Also, additional APL criteria is added. The disincentive fee is based on the stated percentage of the affected task order total amount.
