Questions and Responses

SP4530-16-R-0004

Amendment 0004

Question and

Response No. Question/Comment Submitted Suggested Response 4 Quite a few of HIN indicates GL or EA which relates container size. Our disposal sites including us usually review working cost by weight base.

In this condition, we have to estimate our proposal price by maximum weight of the capacity of each container to avoid negative impact on our cost control.

On the contrary, the price should affect adversely effect for you. We suggest you that most of them be set at weight base such as lbs from container size

The “ea” indicators for drums vs. “gl” are from the new "Performance Based CLIN" system or PBC system that is being employed in all our new contracts. This system arose from requests from our other hazardous waste disposal contractors. It was in turn developed by our Battle Creek, Michigan team in conjunction with contractor representatives. In summary the contractors’ concerns were:

1) Although billing has traditionally been by pounds or gallons, that has not been how they "handle" the waste. Regardless of the weight or volume, the "containers" are tipped into their specified treatment systems.

2) When containers are properly managed by generators they will be within a small +/-weight range for the specific waste stream and size container. The ullage difference does not impact the overall difference between same size containers of the same item. If generators manage containerizing their generations efficiently by using the container appropriate for their generation vs. 55 gl for everything the over/under weight vs. container size will balance out. Partially filled containers should be minor.

3) Man hours and safety. Determining weight involves a tremendous amount of man hours and equipment. Typically this involves the generator hand trucking the drums to a scale, palletizing the load and loading a vehicle. For the receiving facility it involves offloading the vehicle, de-palletizing, hand trucking or lifting onto scales, weighing, hand trucking or lifting back to a pallet and trucking to the treatment system, offloaded again and tipped, or lifted off the scale onto a conveyer to the treatment system.

This involves numerous opportunities for injury to personnel, and release/spills to the work place and/or the environment. By setting specific CLINs to types of waste, by container size, with a unit price based on each, the man hours and hazards associated with the handling and weighing of the containers can be greatly reduced.

Where available and needed the generators can select the B5 and M5 suffixed CLINs for partially filled containers or non-standard containers for per pound and per gallon.

Question and

Response No. Question/Comment Submitted Suggested Response 5 J8710K and NR98C6:

Both Hins do not indicate U/M although the quantity is listed as 1500 for J8710K and 2000 for NR98C6.

Please make sure if the number is lbs or each or others

J8710K - lb

NR98C6 - The demil by incineration CLIN has been over ridden in the PBC system to be EA.

The more appropriate CLIN for these items is NR98B1 (lb)

6 NR97B4 and NR97C4:

They request certificate of Disposal/Destruction at the facility.

Is standard Manifest available for the certificate?

Manifest E usually indicates a message that final disposal action is completed. Or, do we need to submit another document corresponding 'Certificate'?

For standard waste the completed manifest is sufficient but where “certificate of Disposal/Destruction” (CD) appears in this package there is either a U.S. DoD or Japanese requirement that such documentation be provided for disposal verification and be available for future audit. So to use the Manifest E page (brown copy) in lieu of a separate CD we will need it clearly stated on it that the disposal action has been completed.

7 RE01ME and RE03ME The quantity shows 25 EACH, 170 EACH respectively.

But these lamps are very light and the quantity seems to be too few. Please check if the volume and U/M are correct. If the number is correct, we would like to know the container size for EACH.

The reported quantities are those provided by the generators. Standard base support by the Japanese host command generally includes removal and recycling, plus we advocate where this is not included they use an internal recycling program, but these programs are not available at all locations, hence the low numbers. We proscribe the tubes be turned in the original multi-pack containers or U.S. Department of Transportation compliant packaging.

8 TX22C4:

AFFF Soil. Doesn’t it include PFOS?

Yes, PFOS was not included in the description to enable bidders to project the best disposal option to include PFOS and cover other AFFF contaminated soil. If PFOS was included we would be compelled to write two CLINs one of with and one without. One of which would not be used and would present a false indication of need to bidders.

9 J31010 and J41010:

Their descriptions indicate PFOS, but PFOS should be separated by another HIN because the operation cost between normal alkali/acid and PFOS included are completely different. We have to set the prices of the HINs at PFOS bases unless the material is removed.

We are not clear on these. These CLINs are meant to be specific to the large quantities of AFFF with PFOS under the current U.S. DoD illumination effort. PFOS should have been included in the descriptions. J31010 and J41010 are meant to include future lesser quantities and “other” containers that do not conform to the container size descriptions in the NR series. “with PFOS” will be added to the CLIN descriptions

Question and

Response No. Question/Comment Submitted Suggested Response 10 J9400L:

Transportation from alternate location indicates Akizuki Depo. But, alternate location has other sites such as Kyogamisaki, Kawakami Depo. Please make sure if this HIN should include Kyogamisaki, Kawakami are included or not. If not, we would ask you to make another HIN for Kyogamisaki and Kawakami.

Concur, Attachment 5 indicates Kawakami and Kyogamisaki as alternate sites. They should be included. Kawakami does not have an alternate site CLIN in the outgoing contract. The following two CLINS have been added to Attachment 1, Schedule of Services, via Amendment 0004:

J94010 (V00004766) for Kawakami J9400K (V00004764) for Kyogamisaki

11 NR93B5, NR93C1 and NR94B5:

These HINs indicate AFFF. Please advise if the AFFF include PFOS.

“with PFOS” has been added to the CLIN descriptions in Attachment 1, Schedule of Services, via Amendment 0004:.
