RFP SP4530-15-R-0002, HAZARDOUS WASTE REMOVAL, TRANSPORTATION AND RECYCLING/TREATMENT/DISPOSAL IN THE COUNTRY

OF THE PHILIPPINES

Government responses are provided for the following questions:

Question 16: Currently there are only 2 specific pick up points and some probable list of waste already generated but there could be more depending on the waste generation from future activities. Since the contract will be for 18 months, does this mean that whoever wins this bidding will automatically be the accredited disposal company for all future waste generations until the contract expires after 18 months? If yes, in the future, DLA will just request from winning bidder the price per kg for wastes not specified in this bid and for transportation cost for locations not specified in this bid?

Response to Question 16: Refer to page 3 of the solicitation, Paragraphs 1 and 2 which states:

"1. This is a COMMERCIAL solicitation for an award of a firm-fixed price indefinite delivery/indefinite quantity contract (IDIQ) written as performance-based. Services are to provide Hazardous Waste Removal, Transportation and Recycling/Treatment at Various Locations in the country of the Philippines, serviced by DLA Disposition Services. The resulting contract will provide for an 18 month base period and two 18-month option periods. The base period is estimated to begin on 23 November 2015.

2. This request for proposal (RFP) consists of one (1) price schedule (Attachment 2). Offerors must furnish prices for the entire price schedule (base, first and second option periods). Any omission of any line item pricing may result in the offer being considered non-responsive and will not be considered for award. NOTE: In the event of a discrepancy in the calculation of the extended amount, the Government will multiply the offeror’s unit price shown by the estimated quantity to ascertain the extended amount proposed."

Attachment 02 are the schedule of services for your bids for the base 18-month period, the 1st option 18-month period and the 2nd option 18-month period which should be included in your proposal submission.

Transportation cost for locations not in the Performance Work Statement, refer to Page 7, paragraph 1, last sentence of the solicitation which states "Specific locations for waste removal under this contract are indicated in Attachment 4. Other locations within the country may be added at a later date by contract modification."

The intent is to order items from the list on the pricing schedule in Attachment 2.

Question 17: With reference to the bidding for the disposal of hazardous waste in the Philippines, we would like to inquire if we are to include the transport and hauling cost in the price that we are to put in the template. Also please advise if there are any minimum or maximum volume per transport.

Response to Question 17: Attachment 2 (Schedule of Services) should consider the requirements in the Performance Work Statement.

The order limitations are addressed in FAR 52.216-19 on page 35 of the solicitation.

The Contracting Officer has been changed to Curtis Chang, email: Curtis.chang@dla.mil, phone number 808-473-4274.
