RFP SP4530-15-R-0002, HAZARDOUS WASTE REMOVAL, TRANSPORTATION AND

RECYCLING/TREATMENT/DISPOSAL IN THE COUNTRY OF PHILIPPINES`

Government responses are provided for the following questions:

Question 1: Upon reviewing your qualifications, we would like to clarify your requirement for the hazardous waste disposal wherein all waste/s to be removed will be dispose the same to the Philippines?

We are engaged in the business of legal transport, treatment and disposal of hazardous waste in compliance to cradle to grave environmental waste management system. I am referring to the whole transaction wherein waste/s are property and under surveillance of US government. My point of clarification, your waste/s for removal are within the jurisdiction of the Republic of the Philippines is it mean we will remove the waste and do the inter island to bring those wastes to your country subject for proper treatment and disposal? Or we will remove the waste then transport and treated within our country (Philippines) under the US supervision and monitoring? Meaning we will comply the statutory legal requirement of the Philippines in compliance for the proper removal, transport, treatment and disposal of your hazardous waste.

Response to Question 1: The desire of the U.S. Government is that subject materials be recycled, treated or disposed of within the Republic of the Philippines. If an offeror has treatment or disposal options outside of the Philippines that they wish to employ, refer to paragraph 1.1.1.d of the Performance Work Statement.

Question 2: What is the frequency of disposal (i.e. monthly, quarterly, semi or annually)? What approximate volume or quantity to be dispose every disposal?

Response to Question 2: The task orders are typically once a year. Weather (typhoons) and political situations have influenced task orders to be not more than twice a year or once in 18 months. Estimates for typical task orders are listed below. Note the menu of services includes additional materials due to the possibility that request for their disposition may occur.

Question 4: Attachment 4 notes two pick-up points. Is the offeror to assume that these are the only pick-up points that will be used during the duration of the contract other than military training exercise support sites noted in Section 3.0 (Military Training Exercise Support)?

Response to Question 4: At the time the requirements for this solicitation were established the two sites indicated were the only designated locations. There may be requests to include single time pickups during Joint/Combined Philippine/U.S. training exercises. Although to date there have not been requests to include exercise activities, typical sites where this may occur include the Manila airport, Subic Bay, Clark Industrials Complex, Crow Valley, Masaysay. If the U.S. is requested to provide support to emergency relief activities there may be other sites.

Question 5: Pick up procedures: Is standard Philippine approved tanker trucks acceptable for use on US sites?

Response to Question 5: There are no wastes in the requirements under this solicitation that will require tanker trucks. All wastes in this solicitation are to be in UN drums or wooden crates.

Paragraph 1.2.8.a is deleted from the solicitation.

Question 6: Do Philippine professional driver's licenses enable contractor personnel to operate USG equipment?

Response to Question 6: USG personnel at the two indicated sites will operate USG equipment. If requests are made for other locations, there may not be USG loading equipment available and the offeror will need to provide such equipment.

Response to Question 7: When on USG locations PPE must meet U.S. 29 CFR 1910 requirements. If the offeror's PPE meet the Globally Harmonized System they may have met the 29 CFR 1910 standards.

Question 8: Will Philippine national transportation timelines supersede Contract timelines?

Response to Question 8: An effort was made to make the working of the Performance Work Statement to accommodate maritime, interisland shipping timelines. In the event the weather and/or available vessels cause the contract’s timeline to not be reasonably met, a task order modification may be issued to revise the completion date.

Response to Question 9: We will not know the specific pesticides until the request has been received, however those from the past have been:

Question 11: Please provide us with the most current storage and packing practices?

Response to Question 11: The packaging and storage practices are those set forth in Chapter 6 of the “U.S. DoD Overseas Baseline Guidance Document” (OEBGD). The OEBGD can be downloaded from url: http//www.dtic.mil/whs/directives/corres/pdf/471505g.pdf. These are based on U.S. DoD, EPA, OSHA and DoT regulations (40 CFR, 29 CFR and 49 CFR).

Question 12: Will the wastes be stored in one area or will there be multiple pick up points inside the facility/base?

Response to Question 12: See Response to Question 4.

Response to Question 13: Typically the contaminates are water, rust, dirt, POL.

Question 14: Do you have a monthly estimated removal quantity of hazardous waste disposal at either pick up points?

Response to Question 14: See Response to Question 2.

Question 15: Could we kindly visit both sites to see the waste, processes and procedures prior to providing the proposal?

Response to Question 15: The locations are "accumulation sites" managed in accordance with U.S.

DoD, EPA and OSHA guidelines. The waste is not processed at these sites. Based on the locations being "accumulation sites", and due to difficulty in the site visit coordination and the two sites being on 2 different islands, there will be no site visits.

Revisions to “Notes to Offeror”, paragraph 4. The first sentence should read “In order to submit a complete proposal, Offerors shall follow instructions and complete all required forms in the solicitation.”

The proposal submission due date and time is not extended.
