A copy of the Certificate of Disposal for DEMIL should be returned to the generator and the servicing DLA Disposition Services office /COR within 120 days of item removal. The CD must include: The item name and date of destruction and information linking it to the original 1348-1A of the DEMIL required item and pickup manifest line item.
2.2 RECYCLING
The Government encourages recycling to the maximum extent possible in order to minimize waste disposal and optimize pollution prevention. The U.S. government may withdraw any items on TO for use, reuse, or recycling.
Certain HINs may require the Contractor to recycle. The following applies for all material removed under this contract:
a. The contractor shall ensure that used oil, hazardous waste, or oil product contaminated with hazardous waste shall not be used for dust suppression or road treatment.
b. Dilution in the recycling process, to include blending down, of hazardous waste contaminants is prohibited.
c. Facilities used for the combustion of used oil must meet the applicable local air quality standards. Used oil may be burned only in industrial furnaces or utility boilers used to produce electric power, steam, or heated or cooled air or other gases or fluids; or in industrial boilers located on the site of a facility engaged in a manufacturing process where substances are transformed into new products, including the component parts of products, by mechanical or chemical processes.
2.2.1 RECYCLING HINS and CERTIFICATES

b. The KO will notify the cognizant DLA Disposition Services Okinawa office and/or generator personnel to resolve the requests to change the assigned mandatory recycling HIN to the appropriate disposal HIN. The final decision to change a mandatory recycling HIN to the applicable disposal HIN is solely that of the U.S. Government’s. If the DLA Disposition Services Okinawa office and/or generator personnel agree with the HIN change the applicable disposal HIN will be assigned.
c. For items that are recycled either by ordered HIN or by choice of the contractor, a Certificate of Recycling will be issued to the KO with the “HAZARDOUS SUMMARY/TRACKING” log (paragraph 1.3.2.). The contractor shall also provide copies of the recycling certificates to the generating activities. See sample at Attachment 11.
2.3 COMPRESSED GAS CYLINDERS

c. The contractor is solely responsible for any and all atmospheric releases of gas occurring during or resulting from performance of this contract that are directly related to contractor performance. a. The contractor shall provide all labor and documentation necessary to lab-pack waste. All equipment and supplies (including lab-pack containers) will be provided by the generating activity requesting the Lab Packing service. Lab-packing service is to provide a packaging service to the generator in order to facilitate the turn in of property to the DLA Disposition Services Office. This HIN(s) does not include disposal. This paragraph does not relieve the Contractor of repacking requirements in paragraph 1.2.3 when the Government does not require lab-packing services.
b. The Government will order the appropriate lab-pack HIN(s) dependent on the anticipated lab-pack container size required. The contractor shall accept the Government’s container size unless the contractor demonstrates to the COR, prior to commencing the lab-packing service, that a different size lab-pack container(s) is required. When this service is ordered, the Government will provide a list of property to be lab-packed with the TO. The list will include chemical name, weight and volume of each item and anticipated disposal HIN (for information purposes only). The contractor shall:
1. Prepare lab-packs for chemical waste. This service consists of packing compatible chemicals into suitable lab-pack containers, preparing a comprehensive drum inventory, marking and labeling each lab-pack in accordance with local, Host Nation, and Federal regulations. The Government will order this service on a task order using the lab-pack service HIN(s) listed above.
2. The contractor will lab-pack the waste according to chemical compatibility. The contractor will prepare the aforementioned drum inventory. The inventory will consist of a list of each container placed in the lab-pack. The list must specify:

ii. hazardous constituents causing the item to be a hazardous waste;
iii. EPA (Environmental Protection Agency) and or Host Nation hazardous waste codes assigned;
iv. container size;
v. weight of each container and its contents (The contractor will weigh all items, actual weight will be used on the lab-pack inventory.); and
vi. Disposal HIN (provided by COR). Multiple containers of the same waste may be listed as a single line on the inventory list provided; the total number of containers is recorded in association with the container sizes and the total weight of the containers and contents is listed instead of individual container weights. A unique identification number will be assigned to each completed lab-pack and this number will be annotated on the inventory list. One copy of the inventory list will be attached to the lab-pack and one copy will be provided to the COR when packaging is complete.
3. The contractor will place appropriate markings and Transportation labels on each container, along with an inventory list.

c. The contractor will be provided a work site, storage area for supplies, and a staging area near the chemical storage facility. When lab-packing services are ordered, all work must be completed within thirty
(30) days of written TO issuance.
d. The Government will issue a TO for the disposal of lab-packs after the lab-packing service is completed. TOs containing the disposal of lab-packs will be prepared based on the total weight of each separate HIN/item packaged in each lab-pack. The total weight of each separate HIN/item in the lab-pack will be determined by the sum of the weights (rounded to the nearest pound) of the individual items assigned that HIN on the lab-pack inventory. In order to identify the lab-pack associated with the HIN being ordered, the unique number assigned to the lab-pack will be provided in the item description on the task order.
