RFP SP4530-13-R-0004, Okinawa Hazardous Waste, Amendment 0001 Questions and Responses
Question and
Response No. Question/Comment Submitted Suggested Response 1 In paragraph 1.1.2c the solicitation states that the contractor shall prepare a
DD form 1155 for all items ordered or services perform on a task order.
Doesn’t DRMO use the DD1155 as the task order when requesting services from the contractor?
While the contractor need not initially prepare the DD Form 1155, he/she will verify and record on the form the weights of the materials being removed, or services being performed, and sign accordingly at time of pickup.
2 In paragraph 1.1.3a.1 the solicitation states that the contractor will provide drivers names, and commercial license prior to pickup, does this mean that no base passes will be issued under this contract?
No. Base passes will be issued after award. The intent of paragraph 1.1.3.a.1 is for license verification prior to pickup to ensure license is current. Amendment 0001 also revised PWS paragraph 1.1.3.a.1.
NOTIFICATIONS, last sentence, to replace "sufficient" with "not necessary".
3 In paragraph 1.2.6b the solicitation states at locations where it is specified that the U. S. Government will load, at which location will the government provide loading services?
Paragraph 1.2.6 is generically written. The generators for this soliciation will not load contractor's vehicles. The contractor is to provide all necessary equipment and labor to load their vehicles at all pick-up locations.
4 On attachment 2 Projected Locations for Regulated/Chemical Waste Removal there are numerous locations listed but as we understand there are presently only 4 pickup sites being utilized two (2) primary (Camp Kinser and Kadena) with two (2) site being used infrequently (Naha Port and Torii Station) is this correct?
If the above is correct please provide the anticipated frequency of pickup at the primary sites per month and frequency of pickup at the other site per year?
The long list on page 2 of Attachment 2 included pickup sites for the Kadena milk run in accordance with a management services schedule on the current contract. The management services schedule, including milk run, has been eliminated from the current solicitation. A revised Attachment 2 is included in Amendment 1 to remove the Kadena milk run from the pickup list.
Anticipated Frequency of pickups:
Camp Kinser and Kadena Primary locations are roughly one or two times per schedule a month.
Navy Hospital (Currently at Camp Lester but pending move to Camp Foster) is six or more times per schedule a year.
Torii Station is also six or more times per schedule a year.
Naha Port is once a year per schedule.
White Beach is currently once a year, but will likely increase once the CFAO CSF begins operations.
All other locations have the potential of a pickup anticipated at less than one time per year per schedule.
RFP SP4530-13-R-0004, Okinawa Hazardous Waste, Amendment 0001 Questions and Responses
Question and
Response No. Question/Comment Submitted Suggested Response 5 Schedule 1, Schedule 2
Two schedules are for the bid and they are bidded separately.
It this OK for us to bid one schedule alone? Should we bid both schedules?
Offerors may bid on only one schedule if desired.
6 The two paragraphs concerning loading sited in 1.2.6 are confusing.
Paragraph a states that the contractor is responsible for loading their vehicles but paragraph b states that were the government is specified to load they will load the contractors vehicles. Please identify the locations where the government will load the contractors vehicles and which ones will not. We are attempting to calculate the best cost for the government and if we are required to bring our own forklift and driver for each pickup this will affect the pricing. Also if we are required to load then please provide the specific requirements and specifications the forklift has to meet to be able to operate on the installation. Do these requirements apply to both the Air Force and Marine Corp?
Paragraph 1.2.6 is generically written. The generators for this soliciation will not load contractor's vehicles. The contractor is to provide all necessary equipment and labor to load their vehicles at all pick-up locations.
An EE or ES forklift is required at Camp Kinser. Kadena AFB permits contractors to use gas, diesel, propane or electric operated forklifts at their facility. However, Kadena does not have a charging station set up for an electric forklift.
PWS paragraph 1.2.9 is incorporated via Amendment 0001 to address storing a contractor-owned forklift at Kadena and Kinser.
