About this file
This is a Questions and Answers (Q&A) document clarifying solicitation requirements for commercial Internet, Wi-Fi, and television services at a Defense Logistics Agency (DLA) facility.
The contract is a refresh of existing services currently provided by Comcast at the HDIFC location (74 N Washington Ave). The Government requires four separate 1 Gigabit business internet circuits supporting seven Wi-Fi access point locations: BLDG 1-B-11 Emergency Operations Center, Lobby 2, ITR and AV offices (shared modem), Walnut conference room, PAO office, and 2B classrooms. All Wi-Fi equipment and modems are currently operational and in place; contractors should leave existing infrastructure undisturbed. The service is standalone and separate from the DLA network with no security, encryption, or static IP requirements. Seven Wi-Fi access points (CLIN 0004) correspond to each PWS 2.a location, with one unit covering all four Building 2B classrooms. Television service is required at nine locations, with only Building 2, Room 2-2-62 marked as a new requirement; existing coax and service drops can be reused. Pricing should reflect monthly recurring unit prices submitted to WAWF for DLA certification and payment processing, with extended prices covering 12 months. No construction is required, no demarc involvement is needed, and contractor-furnished equipment remains contractor-owned throughout performance. COMCAST is responsible for equipment replacement within five business days of notification and for all installation services; the ten-business-day installation requirement does not apply to third-party provisioning delays. DLA will provide a pre-award site escort if offerors request facility access to verify existing infrastructure.

Text version
Price schedule: should "Estimated Price" be the monthly unit price, with the extended price covering 12 months? YES
Who is the current internet/cable provider, and can existing coax and data drops be reused? COMCAST, YES
Should the Wi-Fi be a standalone commercial network, separate from the DLA network?
YES
CLIN 0003 lists 4 units of "Business Internet with 1 Gigabit speed," while PWS 2.a lists 7 Wi- Fi locations. Please confirm the Government requires 4 separate 1 Gb circuits. If so, where should each circuit terminate (building/room or telecom closet), and what is each one for (for example, which Wi-Fi locations or user groups each circuit serves)?
WIFI = 7 locations ALL OF THESE LOCATIONS CURRENTLY HAVE WIFI which are already captured on the PWS.
May all 4 circuits be delivered to one service entrance/demarc at 74 N Washington Ave, or must they be delivered separately to Bldg 1A, Bldg 2 and Bldg 2B? NO, please see above.
The PWS sets a minimum of 1 Gb download. Is there a minimum upload speed, an uptime/SLA requirement, or a requirement for dedicated rather than shared broadband service? No minimum speed, nothing special is needed, it’s commercial.
Are static public IP addresses required? If so, how many per circuit? No
Is this Wi-Fi/internet service a standalone commercial network, separate from the DLA network? Are there any security requirements, such as encryption, SSID/password management or content filtering? Yes standalone and separate from DLA. No security or encryption needed.
If the carrier finds that construction is needed to deliver service (for example, a fiber build), may special construction charges be quoted as a separate line item, or must they be included in the CLIN prices? NO CONSTRUCTION REQUIRED. THIS IS A REFRESH
CONTRACT FOR EXISITING SERVICES.
WiFi
CLIN 0004 lists 7 "Business Internet Equipment" units. Please confirm this means 7 Wi-Fi access points/routers, one for each PWS 2.a location, with one unit covering all four Bldg 2B classrooms. THIS IS A REFRESH CONTRACT all units are already in place and operational. Each office has its own modem or is fed from a nearby closet.. THE HDIFC is fully equipped with a COMCAST infrastructure.
Is there existing cabling (Cat6 or coax) from the demarc to each Wi-Fi location, or should we price inside wiring and demarc extension? If new runs are needed, are there plenum or conduit requirements? DEMARC is NOT in the equation.
TV
Are televisions and active coax outlets already in place at each of the 9 TV locations? Only Bldg 2, Rm 2-2-62 is marked "New requirement." Does that mean the other locations have current service and wiring we can reuse? YES
Internet Circuit Quantity
The PWS identifies seven Wi-Fi/router locations, while the Price Schedule lists a quantity of four Business Internet services at 1 Gigabit speed. Please confirm the intended number of independent Internet circuits/services and how the seven locations are expected to be supported. There are 7 WIFI locations. They are supported as follows:
• BLDG 1-B-11 Emerg Ops Center – Modem in place and operational
• Lobby 2 – Modem in place and operational
• ITR and AV offices – Both locations supported by same modem located in closed between offices
• Walnut conference room – Modem in place located in hallway outside room
• PAO office – Wifi is in place and operational and is fed from existing infrastructure in closet within the office suite.
• 2B classrooms – Modem is located in classroom 3 in place and operational.
Existing Cabling and Infrastructure
Please confirm whether existing Ethernet/coax cabling, pathways, and terminations are available at the identified Wi-Fi and television locations, or whether the contractor should include new cabling, terminations, and related installation materials in the quote. THIS IS
A REFRESH CONTRACT ALL SERVICES ARE IN PLACE AND OPERATIONAL
Existing Internet/Cable Service Infrastructure
Is there an incumbent commercial Internet and/or television provider currently serving the facility, and are existing service entrances, demarcation points, coax distribution, or other infrastructure available for contractor use? THIS IS A REFRESH CONTRACT ALL SERVICES ARE IN PLACE AND OPERATIONAL BY COMCAST so NO
Internet Speed Requirement
The PWS specifies a minimum 1 Gigabit download speed. Please confirm whether there is a minimum upload-speed requirement or whether symmetrical 1 Gigabit service is required. answered above “Is there a minimum upload speed, an uptime/SLA requirement, or a requirement for dedicated rather than shared broadband service? No minimum speed, nothing special is needed, it’s commercial.”
Pricing of Recurring Services
The Price Schedule identifies Business Video and Business Internet as recurring/monthly services, while the associated quantities appear as EA rather than 12 months. Please confirm whether offerors should enter the monthly recurring price or the total annual price for each contract period. Services are of course listed as each, it would be a monthly recurring price to be submitted to WAWF for DLA certification and payment processing. Follow Pricing Schedule
Option-Year CLIN Numbering
The Price Schedule appears to repeat the Option 2 CLIN numbering and subtotal description in the Option 3 and Option 4 sections. Should offerors complete the Price Schedule exactly as issued, or will a corrected schedule be provided? See Revised with corrected numbers.
Wi-Fi Equipment Requirements
Does DLA have any required or preferred Wi-Fi equipment manufacturer, equipment type, security standard, management platform, or other technical requirement beyond meeting the performance requirements identified in the PWS? Leave the existing equipment alone and in place, it works, it is operational and good to go.
Wi-Fi Coverage and Capacity
Are there minimum Wi-Fi signal-strength, coverage, concurrent-user, or device-capacity requirements for the identified locations, particularly the four classrooms in Building 2B that are to be supported by a single router/access point? NO
Television Programming Requirements
Please confirm whether “basic cable television services” requires any specific channel lineup, HD service, local channels, news channels, or other programming requirements.
No specific requirements.
Equipment Ownership
Please clarify whether contractor-furnished Internet/Wi-Fi equipment, television boxes, remotes, and associated equipment are expected to remain contractor-owned throughout the period of performance or become Government property during or at the conclusion of the contract. Contractor Owned
Equipment Replacement Requirement
The PWS requires replacement of inoperable television boxes, remote controls, and Internet routers within five business days of notification. Please confirm whether replacement may be accomplished through shipment or support from a local service provider, where appropriate, or whether onsite contractor personnel are required for all replacement actions. COMCAST is required to replace and remove all as applicable
Installation Timeline and Third-Party Lead Times
The PWS requires the contractor to contact the COR to schedule installation within five business days after award and to install all required equipment within ten business days after award.
Given that commercial Internet/cable services and associated equipment may need to be ordered, provisioned, shipped, and coordinated with third-party service providers following award, please clarify whether the ten-business-day requirement is intended to apply to contractor-controlled installation activities only. COMCAST has always sent their own techs to provide services. Ten day requirement does not apply.
Will reasonable schedule extensions be permitted for documented equipment lead times, carrier provisioning timelines, or other service-provider delays outside the contractor’s control? Should the circumstance arise yes
If the ten-business-day completion requirement is firm regardless of carrier provisioning or equipment lead times, please confirm so offerors can account for that requirement in their pricing and proposed solution. Confirmed
Pre-Award Site Visit
Will DLA offer an optional pre-award site visit or site survey to allow offerors to verify existing cabling, service-provider infrastructure, equipment locations, and installation conditions prior to submitting a quote? DLA will provide escort if required.
