About this file
This is a Questions and Answers document for DLA Disposition Services solicitation SP4510-26-Q-0001, addressing vendor inquiries regarding the Mid-America Region Material Handling Equipment (MHE) Preventative and Corrective Maintenance Services contract. The solicitation consolidates four existing regional contracts (Texas, Kansas, Colorado, and Oklahoma) into a single regional contract to increase competition and standardize service delivery. Current incumbents include MHE Maintenance Service contracts at Ft. Hood and Ft. Sam Houston (Texas), Ft. Riley (Kansas), Ft. Carson (Colorado), and Ft. Sill (Oklahoma).
Key clarifications provided in the Q&A include: the contract will result in a single award covering all locations in the Mid-America Region, with quotes limited to only a subset of locations deemed non-responsive; the contract will commence after award and evaluation; the preventative maintenance quantities in the pricing schedule are double the equipment list quantities to accommodate both annual and semi-annual service options for each piece of equipment; and corrected equipment lists have been provided to address missing asset information. The solicitation is a 100% small business set-aside RFQ issued as a Firm Fixed Priced Time and Material IDIQ contract for one 12-month base period plus two optional 12-month periods, with a revised closing date of February 19, 2026.

Questions and Answers for Solicitation SP4510-26-Q-0001 If you do not see your specific question below, a similar question was presented. For efficiency, only one question is provided with an answer to all similar questions.
1. Is there an incumbent contract or contractor associated to the requirement?
Answer: Currently there are several contracts with incumbents for each site except for Texas, which is comprised of two site locations. The purpose of this solicitation is to combine the separate contracts into a regional contract to increase competition and standardize service in the field. The contract numbers are listed below:
· Texas (Ft. Hood, Ft. Sam Houston) MHE Maintenance Service SP4510-23-D-0002
· Kansas (Ft. Riley) MHE Maintenance Service SP4510-23-D-0008
· Colorado (Ft. Carson) MHE Maintenance Service SP4510-24-D-0002
· Oklahoma (Ft. Sill) MHE Maintenance Service SP4510-24-D-0003
2. When is the specific date of when this contract will officially begin?
Answer: The start of the contract will be after award. Evaluations will begin after the solicitation closes.
3. Is there a breakout for the Texas equipment by location?
Answer: Please see the revised Equipment list under the Attachments section: Attachment 11_Equipment_List_V2
4. Inside the pricing schedule, it seems like all of the QTY of required equipment for the contractors are double the quantity on the equipment list. I'm assuming this is by design. Should we be expecting to need double the quantity?
Answer: The Quantity for Preventative Maintenance is double the quantity of equipment as the sites may order an Annual and Semi-Annual Preventative Maintenance Service for each piece of equipment.
5. The Performance Work Statement includes multiple site locations under the Mid-America Region. Can you please confirm whether the Government intends to make:
· a single award covering all locations, or
· partial awards by location (i.e., offerors may submit quotes for one or more individual sites)?
· Specifically, would a quote submitted for only a subset of the total locations be considered responsive for award?
Answer: This solicitation will result in a single award for the Mid-America Region to one responsible firm. Submissions of quotes for only a subset of locations will not be considered responsive for award.
6. We noticed that the asset list does not include a unit corresponding to CLIN 13 (Preventive Maintenance: Excavator, Medium). Could you please advise to complete the RFQ?
Answer: Please see the revised Equipment list under the Attachments section: Attachment 11_Equipment_List_V2
