Aviano Warehouse Cleaning- SP4510-25-Q-1032
1. Can photos be provided of the area?
Yes, they are as follows:
2. Does the SOW intend for the surfaces to be wet mopped?
a. Yes, the concrete floors must be wet mopped. The floors are partially porous and are likely to collect lots of dirt.
3. If refuse is collected, are dumpsters available?
a. Yes dumpsters/containers are available on site. However, trash is required to be separated into plastic, paper/cardboard, and mixed dry waste according to Italian/EU/US environmental regulations. Please work with the COR for further specific on-site disposal directions.
4. How many personnel have been employed for this job in the past?
a. We are unable to provide a specific number of employees used prior. The contractor shall determine the necessary number of personnel required to ensure all work is completed within ten (10) business days of providing the Warehouse Cleaning in accordance with PWS section 1.b.
5. Site Visit Request on available dates and required documentation or coordination needed to access the base.

6. The PWS refers to this requirement as a Firm-Fixed Price (FFP) contract but also mentions Task Orders (TOs). Can you please clarify whether this is a single-award FFP contract with optional TOs, or an FFP-IDIQ structure?
a. This contract will result in a firm-fixed price, single award contract with one (1) 12-month base period and two (2) 12-month option periods with an exact total of two (2) Warehouse Cleanings per period. There will not be separate task orders and option periods will be exercised on the contract via modification and addition of a new CLIN for the new Period of Performance.
Also, please see attachment 3 “Updated PWS” for corrected language of section 1.c and the removal of the contract maximum language in section 1.d. There is no maximum value for this award.
7. Performance Period Flexibility: Given the size and complexity of the cleaning scope, is the 10-business-day performance window negotiable or subject to extension upon approval (as mentioned in Section 1.c.)? Can this vary per task order?
a. All Warehouse Cleaning services must be completed within the 10-business day window. For extenuating circumstances, the Contract Officer may extend the cleaning period with a written request from the contractor in accordance with PWS section 1.c., however normal expectations require all Warehouse Cleaning to be completed within ten (10) business days after beginning the scheduled service.
b. There will not be a separate task order for each service, the total quantity for the period will be funded upon award.
8. Warehouse Location Confirmation: Section 3(a) cites “Castello d’Aviano” as the site location, but we understand that Aviano Air Base is located in Aviano, not Castello d’Aviano. Can you confirm the accurate address or GPS coordinates of Building 1459?
a. Please see confirmed site address below:

9. Removal and Replacement of Inventory on Racks: Section 2(h) mentions removing pallets/inventory for cleaning. Who is responsible for replacing the items after cleaning? Are any of the stored items hazardous, sensitive, or restricted?
a. The USG personnel will move and replace items for cleaning areas to be accessed.
b. None of the property to be cleaned is not hazardous, sensitive, or restricted.
10. Height Access Requirements: Several areas (HVAC ducts, portable office roofs, wall beams) are located up to 7 meters high. Are there any base requirements for working at height (e.g., certifications, lift types)? Will the U.S. Government provides any equipment for high-access cleaning?
a. The contractor must provide all tools and equipment in accordance with PWS section 2.a. The Government will only provide personnel to move items to make cleaning accessible. The contractor is responsible to provide all equipment to include lifts/other equipment and ensure the operator(s) are licensed as necessary.
11. Waste and Debris Disposal:
- After cleaning is complete, who is responsible for removal and disposal of collected waste, such as dust, debris, or residue? Is disposal off-site required?
a. The contractor is responsible for disposal shall use existing bulk containers on site to dispose of trash or refuse generated from services detailed in this PWS. The contractor shall adhere to all base level recycling programs. Please work with the COR for specific waste disposal instructions.
12. Are there specific environmental disposal rules we must follow in Italy or under NATO SOFA guidelines?
a. Waste must be disposed in accordance with Italian/EU/US environmental regulations.
