11. INVOICING INFORMATION

1. INTRODUCTION:

a. The Defense Logistics Agency (DLA) Disposition Services (DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA) with the responsibility of disposing and reutilizing the United States Government’s (USG) Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is in Battle Creek, Michigan. DLA DS Aviano, Italy requires Warehouse Custodial Services.

b. This requirement is for Warehouse Custodial Services to be completed at the DLA DS Aviano site and to be completed two (2) times a year. The performance requirements are established in Section 2 of this PWS. Once work has begun, the Contractor shall have a period of ten (10) business days to complete all tasks referred to in Section 2 of this PWS.

c. This is a Firm-Fixed Price (FFP) contract, the first Warehouse Cleaning must be conducted 30 business days after award. The Contractor has 30 business days to complete any other Warehouse Cleanings ordered upon receipt of a Task Order (TO). The contract period of performance starts from the “award/effective date” as reflected in block three (3) of the SF1449. The Contracting Officer (KO) may extend the Warehouse Cleaning period for extenuating circumstances. Ten (10) business days prior to the end of the period of performance, a written request for extension must be received from the Contractor detailing the circumstances that delayed delivery. Such written notifications will include the subject TO number, reason(s) for the delay with supporting substantiated actionable documentation, as applicable, and the estimated date and time for completed performance.

d. The contract consists of a period of performance of one (1) 12-month base period and two (2) 12-month options and shall not exceed three (3) years or 150% of the maximum estimated value of the entire contract.

e. Upon coordination with the USG Point of Contact (POC) of Warehouse Cleaning services, the Contractor shall be required to report to the DLA DS location main office, each day to sign in prior to conducting any services under this contract.

f. Any reference to Contractor throughout this PWS refers to the Contractor or Subcontractor should one be utilized. The Contractor is solely responsible for all associated work to be completed In Accordance With (IAW) the PWS.

2. CLIN 0001 – WAREHOUSE CUSTODIAL SERVICES:

The Contractor shall:

a. Provide all management, tools, equipment, and labor necessary to ensure that Warehouse Custodial Services are performed at DLA DS Aviano in a manner that will present a clean, neat, and professional appearance. The areas to be free of dust, debris, standing water, dirt, food residue, animal feces, and any other foreign soiling materials.

b. Warehouse concrete floors: A total of 1979.77 total square meters by moving items that are easily moveable such as pallets, wheeled and powered equipment to gain access to areas to be cleaned. The POC will operate USG equipment for the Contractor to gain access to the concrete floors to be cleaned.

c. Interior perimeter walls, windows, connections, and dock boxes: A total of 2415.70 square meters of interior wall surfaces to be cleaned with a max height of required cleaning is 6.6 meters high to included surfaces within the doors, garage doors, connection between dock boxes, exposed ducts, levers, and beams.

d. Portable office exterior walls and windows: Five (5) portable offices within the warehouse with the highest point of seven (7) meters high.

e. Portable Office Roofs: Five (5) portable offices within the warehouse with the highest point of seven (7) meters high.

f. Stairways: Two (2) stairways that have 16 steps on each side of the double decker portable office. Both stairs are 1.35 meters wide and 6.6 meters long.

g. Overhead HVAC Cleaning: HVAC duct is located seven (7) meters from the floor with 58.5 linear meters of ductwork. Cleaning the interior of ducts and conducts is excluded from the required cleaning of the HVAC system.

h. Storage Racks: Remove inventory and pallets on the shelves for access for cleaning requirements. There are eight (8) rows of metal racks with up to four (4) shelves per rack with the tallest being six (6) meters high.

3. PLACE OF PERFORMANCE:

a. The Contractor shall perform all services on USG premises located at DLA DS Aviano Air Base, Castello d’Aviano PN, Italy, Building 1459 during normal business hours (0700-1600), except on recognized United States and Italy holidays (See section 4) or when the USG facility/installation is closed due to local or national emergencies, administrative closing, or similar USG directed facility/installation closings.

b. The Contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the USG facility/installation is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.

4. UNITED STATES AND ITALY FEDERAL HOLIDAYS:

a. The Contractor is not required to provide services on the 11 United States (US) and 11 Italy Federal Holidays observed unless approved by the KO. When the legal holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When the legal holiday falls on a Saturday, the preceding Friday is observed as the holiday. 5. BASE/SITE ACCESS AND SECURITY:

a. The Contractor shall coordinate with DLA DS Aviano POC, for base installation access for all their employees. The Contractor shall be familiar with and comply with all Base Command policies regarding security considerations for all Contractor employees.

b. Unscheduled gate closures by the installation security personnel may occur at any time causing all personnel entering or exiting a closed installation to experience a delay; this cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by Contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the Contractor employee’s installation driving privileges.

c. Contractor employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All Contractor employees shall always carry proper identification with them and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation which may affect performance. The USG reserves the right to direct the removal of an employee for misconduct, security reasons, or any overt evidence of communicable disease. Removal of Contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

d. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the POC. Contractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation security personnel. The Contractor shall ensure compliance with all personal identity verification requirements as directed by DoD and/or local policy. Should the Force Protection Condition (FPCON) change, the USG may require changes in Contractor security matters or processes.

e. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, DLA standards, instructions, and commercial practices.

6. GOVERNMENT FURNISHED PROPERTY, MATERIAL, EQUIPMENT, SERVICES (GFP/M/E/S):

The USG will provide the GFP/M/E/S listed below solely for the purpose of performance under this contract:

a. Property: The USG will furnish the necessary workspace for the Contractor to perform the services as outlined in this PWS.

b. Materials: No materials will be provided by the USG.

c. Equipment: The USG will, at its sole discretion, and upon approval of the POC, provide a licensed MHE operator with appropriate MHE to the Contractor to assist with moving items and/or equipment in the performance of this contract.

d. Services: All utilities in the facility will be available for the Contractor to use in the performance of this contract. The Contract shall instruct employees in utilities conservation practices. The Contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amounts.

7. CONTRACTOR FURNISHED PROPERTY, MATERIALS, AND EQUIPMENT (CFP/M/E):

The Contractor shall provide the CFP/M/E listed below solely for the purpose of performance under this contract:

a. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a neat, professional appearance.

b. Provide all Personal Protective Equipment (PPE) for employees IAW Occupational Safety and Health Administration (OSHA) guidance.

c. Provide all materials to clean up spills caused by their employees during the performance of this contract.

d. Provide the KO and POC with a Point of Contact and phone number to coordinate and schedule the Warehouse Cleaning.

e. All equipment used in the performance of this contract shall be in good operable condition and carry an Underwriters Laboratory (U/L) listing. Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The POC may inspect the Contractor’s equipment and vehicles at any time and direct the removal of any unsafe or unusable equipment or vehicle from the installation.

8. ACCEPTABLE PERFORMANCE LEVELS (APLs):

a. APLs are the minimum performance levels of specific requirements which the Contractor must achieve or risk having the government consider performance unsatisfactory, which may result in monetary or other consideration from the Contractor.

b. If performance falls below the specified performance level, consideration may be taken at the USG’s discretion. Decisions will consider the impact on the USG because of the failure to meet the performance requirement and the number of times the failure has occurred throughout the contract period.

c. Performance incentives for the Contractor will include, but are not necessarily limited to, favorable impact on option exercise decisions, future awards of the same requirement, and future awards of similar requirements by DLA DS as well as other government and non-government entities that may review performance of this contract.

9. SPILL RESPONSIBILITY:

The Contractor is solely responsible for all spills or leaks during the performance of this contract, which occurs because of, or is contributed to by the actions of its agents, employees, or subcontractors. The Contractor shall clean up such spills or leaks to the satisfaction of the USG in a manner that complies with applicable Federal, state, and local laws and regulations. The clean-up shall be at no cost to the USG. The Contractor shall report all such spills or leaks, regardless of their quantity, to the POC and KO immediately upon discovery. A written follow-up report shall be submitted to the POC and KO not later than twenty-four hours after the initial telephonic report. The written report shall be in narrative form, and at a minimum shall include the following:

1) Description of item spilled (including identity, quantity)

2) Whether amount spilled is EPA or state reportable, and if so, whether it was reported.

3) Exact time and location of spill including a description of the area involved

4) Containment procedures initiated

5) Summary of any communications Contractor has with press or USG officials other than the KO

6) Description of clean-up procedures employed or to be employed at the site including disposal location of spill residue

7) Description of item spilled (including identity, quantity)

10. POINT OF CONTACT (POC):

The POC will be provided by the KO upon receipt of the TO as personnel changes occur throughout the duration of the contract.

11. INVOICING INFORMATION:

The Contractor shall invoice through the DOD WAWF system. Invoices must be submitted through WAWF in accordance with DFARS 252.232-7003. Refer to https://wawf.eb.mil for additional information.
