About this file
This document is a Questions and Answers file for a Material Handling Equipment (MHE) Maintenance Services contract for DLA Disposition Services in Guam. The incumbent contractor is Cabras Marine Corporation (Contract Number SP451022D0006), and the new solicitation (SP4510-25-Q-1003) is a small business set-aside for a 12-month base period with two 12-month option periods. The contract covers preventative and corrective maintenance for material handling equipment at the Guam location, with firm-fixed pricing for scheduled maintenance and time-and-materials pricing for unscheduled corrective maintenance.
Key details from the Q&A include: tire replacements are allowed (with OEM tires recommended), the contractor is responsible for providing all parts and equipment, site visits will not be available pre-award, and DBIDS badges will suffice for base access. The government will not furnish parts, and Chinese-manufactured tires are specifically not acceptable. Subcontractor experience will be accepted for past performance evaluation. Quotes are due by 3:00 PM EST on June 20, 2025, with questions due by June 6, 2025, and all submissions to be emailed to brandon.awkerman@dla.mil. Past performance will be significantly more important than price in the evaluation.
