The purpose of this amendment is to answer offeror questions.
Questions and Answers:
1. If scripted will the personnel speaking on camera need a teleprompter?
a. Answer: The contractor shall have a teleprompter available during filming in the event it is needed by the personnel speaking on camera.
2. Filming Hours: How many hours per day are allocated for filming during the three-day shoot?
a. Answer: I think an entire day is appropriate. Site hours are 0700-1530.
3. Personnel Involvement: How many individuals will be involved in each of the six video topics? Please specify the roles and any other relevant details.
a. Answer: The script hasn’t been finalized yet, but an educated guess is 1-2 people per video.
4. Filming Environments: Will the filming environments vary over the three days (e.g., will some videos be shot indoors while others are outdoors)? Could you provide details on the specific environments (e.g., indoor, outdoor, classroom) to assist us in making appropriate lighting and environmental considerations?
a. Answer: A majority of the shoot can be indoors in the warehouse, but some scenes will most likely be outdoors in the yard.
5. Attire: Will the subjects be in uniform or civilian business attire during the filming?
a. Answer: Civilian, business casual attire (DLA polo shirt).
6. Production Make-up: Should we include basic production make-up services for the on-camera talent?
a. Answer: Make-up services are not required.
7. Script Development: Will the Public Affairs Office (PAO) be responsible for scripting all six videos, or will the contractor be required to assist with scriptwriting?
a. Answer: PAO will script all six videos. We may need assistance/input from the contractor regarding recommended shots, but we will provide the text content.
8. Audio Requirements: Is live audio recording required during filming, or will voiceovers be provided by the PAO? If live audio is needed, will the presenter require a teleprompter?
a. Answer: I think it depends on the video scope/topic. Requesting live audio as a minimum with a teleprompter to be safe. If we do need to voice over, I believe we can do that internally and send the audio file.
9. Scheduling: Have you selected the specific days in October for filming, or is the schedule flexible within the proposed time frame?
a. Answer: Proposed dates are Oct. 9-11 but the team is flexible in the month of Oct.
10. Animations: To ensure accurate pricing, will animations be required throughout the videos? If so, could you provide examples or references of the style or type of animations desired?
a. Answer: Basic level animations like lower thirds, animated logo, etc. will be required. Here is an example of the video quality we are looking for, at a minimum – Faces of DLA (https://www.youtube.com/playlist?list=PLpQRqmzgRsQ9_UFbpTI98O-ZwZBLiFc_j).
11. Camera Drone Usage: Would we be permitted to use our drones for very low, immediate area establishing shots if necessary?
