FOR
DEFENSE LOGISTICS AGENCY DISPOSITION SERVICES (DLA DS) PUBLIC AFFAIRS OFFICE (PAO)

1. INTRODUCTION:
a. The Defense Logistics Agency Disposition Services (DLA DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA) with the primary responsibility of disposing of and reutilizing Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is located in Battle Creek, Michigan.
b. DLA DS Public Affairs Office (PAO) needs video production for six (6) tutorial awareness videos, 2-4 minutes long to increase customer awareness. Video recording will take place at the DLA DS Colorado Springs site located at 1475 Wickerham Blvd, Colorado Springs, CO 80913.
c. The term Contractor applies to all subcontractor personnel/equipment/supplies that may be hired/provided by the Contractor.
2. PERIOD OF PERFORMANCE:
This contract is firm fixed price (FFP) for a one-time service contract to provide video production for six (6) videos, 2-4 minutes long.
3. TASKS TO BE PERFORMED:
a. The Contractor shall provide all video equipment and personnel to record, edit and produce six (6) videos. Video shall be 2-4 minutes long.
b. The DLA DS PAO shall provide the topic of each video – to include points of emphasis within each topic group, personnel performing in videos, and space for recording videos.
c. DLA DS PAO shall coordinate with Colorado Springs site to provide subject matter experts and on camera talent for use by the Contractors during filming.
d. The Contractor shall provide a preliminary storyboard of each video to DLA DS PAO for approval prior to filming.
e. The videos shall be 1080p or 4k.
f. The videos shall have subtitles.
g. The intent is the videos will be web-based for DLA Disposition Services customers.
4. VIDEO PRODUCTION
a. All video recording shall take place at DLA DS Colorado Springs and should not exceed three (3) days of onsite recording. (Estimate filming October 2024)
b. Final editing and completed videos shall be delivered to DLA PAO within 45 days after recording.
5. ACCEPTABLE PERFORMANCE LEVELS (APLs):
a. APLs are the minimum performance levels of specific requirements which the Contractor achieve or risk having the government consider performance unsatisfactory, which may result in monetary or other consideration from the Contractor.
b. If performance falls below the specified performance level, consideration may be taken at the government’s discretion. Decisions will consider the impact on the government because of the failure to meet the performance requirement and the number of times the failure has occurred throughout the contract period.
c. Performance incentives for the Contractor will include, but are not necessarily limited to, favorable impact on option exercise decisions, future awards of the same requirement, and future awards of similar requirements by DLA DS as well as other government and non-government entities that may review performance of this contract.
