1. The APLs under Attachment 1 have been revised and are attached.

2. The answers to the below two questions are hereby revised:

SP451013R0002-0001

I did not read anything about security clearance for key personnel; will that change at any time?

Answer: Security/background checks for installation access are performed by the installation as a part of the base access process. There is a requirement for a clearance for workers using bar-code scanning equipment in the warehousing and receiving operations. The contractors will require an NACI or NACI equivalent. We estimate a requirement for 9 contractors in the aforementioned work areas with the required clearance.

SP451013R0002-0002

In the receiving process at DS sites, there is the requirement to use portable scanners to record bar code data in the receiving, inventory, shipment, etc, processes for upload to DAISY. What are the clearance requires for the contractor personnel to operate these scanners at Arifjan?

Answer: The contractors will require an NACI or NACI equivalent (Minimum ADP/ IT-III). We estimate a requirement for 9 contractors in Receiving and Warehousing with the required clearance.

3. The Performance Work Statement is hereby revised as follows:

III.6.3.1 The contractor provides directions to and escorts screeners and other customers picking up property for sales and Reutilization, Transfer and Donation (RTD). This may require receiving phone calls, placing phone calls, escorting customers. The contractor will be performing warehousing duties in an outdoor storage area as workload dictates. The contractor compares the disposal turn-in document (DTID) with the property being turned in to assure the stock number, quantity and condition are accurate. The contractor assigns warehouse locations and stores/locates property in its assigned areas. The contractor completes necessary documentation reflecting quantities issued or shipped and balance to be stored or to be delivered. The contractor re-palletizes or re-locates property as necessary. Applicable documents for these tasks are DRMS-I 4160.14, Section 2, Chapters 5 and 7. Estimated workload at DLA Disposition Services Kuwait is: 3,000 – 4,000 issues or shipments per month

III.6.4 The contractor shall work in the scrap yard segregating scrap, loading and unloading scrap and may inspect scrap for critical federal supply classes and hazardous constituents and where found, the contractor shall consult with COR for appropriate guidance. The contractor will escort scrap trucks in and out of the DLA DS Kuwait yard. Documents applicable to these tasks are DRMS-I 4160.14 Section 2, Chapter 1. Estimated workload at DLA Disposition Services Kuwait is:

15,000,000 – 20,000,000 lbs. per month

III.6.9.1 In performing these duties the contractor escorts turn-in customers, receives, verifies sorts and classifies, and issues a variety of surplus property including vehicles and large items. The contractor reviews DTID accompanying material and compares data against property to assure correct information including proper documentation (e.g., stock number, nomenclature, quantity, unit of issue, disposal authority code, demilitarization and condition codes). The contractor takes action to have incorrect or incomplete data corrected or completed prior to acceptance for processing. The contractor visually inspects usable property for obvious signs of condition such as dents, broken and missing parts and corrosion and determines acceptability; e.g., whether DLA Disposition Services Kuwait is authorized to accept material or equipment. If property is not acceptable, the contractor consults COR for appropriate action. If acceptable, the contractor spots carriers, trucks, etc., and off loads material from conveyance. The contractor signs for receipt of property. The contractor will immediately secure pilferable/sensitive property. The contractor determines

whether an item has commercial value in excess of its basic material content. The contractor shall batch-lot material by Federal Supply Class (FSC), Demil code, and condition. Applicable documents for these tasks are DoD 4160.28, DOD Demilitarization (DEMIL) Program, DoD 4160.21-M, Defense Materiel Disposition Manual, DRMS-I 4160.14, Section 2, Chapter 1.
