Introduction
DLA Disposition Services is the DoD activity responsible for the disposal of foreign excess personal property (FEPP), scrap, hazardous waste, and DEMIL required property generated by DoD activities. Disposal of this property by a means other than DLA requires approval of the Combatant Commander and concurrence from Defense Logistics Agency (DLA).
This handbook is provided as implementing instructions of the cited references. It is designed to assist generating and reutilization customers in the day-to-day conduct of business with the servicing DLA personnel in the CENTRAL AOR. It supplements the authoritative references listed herein, but in no way covers all required information.
DLA Disposition Services personnel are prepared to assist you in completing the necessary documents, arranging for disposal contracts, and training your personnel in DLA disposal turn-in procedures. We can dispose of in-place large items that are not readily transportable to a DLA storage area, property that is held in remote locations and property that DLA Disposition Services is unable to accept due to lack of facilities, technical expertise, or available resources.
Purpose: To identify additional references, and provide visual examples of documentation and to familiarize customers with general procedures for the turn-in and reutilization of property.
Scope: Provides general guidance about procedures and documentation. It does not intend to be all-inclusive and does not supersede any DOD, DLA policy, procedure, directive, or instruction.

Definitions
ETID: Electronic Turn-in Document, electronic method to prepare a disposal turn-in document (1348-1A).
EDOCS: Electronic Document Storage System, "Web Docs replacement" customers can retrieve an electronic image of a processed DD Form 1348-1A.
MPPEH: Material Potentialy Presenting an Explosive Hazard (AEDA): Material owned or controlled by the Department of Defense that, prior to determination of its explosives safety status, potentially contains explosives or munitions (e.g., munitions containers and packaging material; munitions debris remaining after munitions use, demilitarization, or disposal; and range-related debris) or potentially contains a high enough concentration of explosives that the material presents an explosive hazard (e.g., equipment, drainage systems, holding tanks, piping, or ventilation ducts that were associated with munitions production, demilitarization, or disposal operations).
Excluded from MPPEH are munitions within the DoD-established munitions management system and other items that may present explosion hazards (e.g., gasoline cans and compressed gas cylinders) that are not munitions and are not intended for use as munitions.
Contract Line Item Number (CLIN): This number identifies the type of waste, the unit of measure and the cost per unit for disposal. It is available in Section B of the DLA Hazardous Waste Contract. If you need a copy of the HW disposal contract, please contact the DLA environmental representative at the DLA.
Turn in Document (DTID) Number: The number is comprised of the generator’s six character DoDAAC (Department of Defense Activity Account/Address Code), the four-digit Julian date and a generator provided unique 4-digit serial number. (E.g. For NSA Bahrain:
N63005 6169 NA01)
DEMIL Property: Property that inherently possesses military offensive or defensive advantages. The act of demilitarization includes mutilation, dumping at sea, scrapping, melting, burning, or alteration designed to prevent the further use of this equipment and material for its originally intended military or lethal purpose and applies equally to material in unserviceable or serviceable condition that has been screened and declared foreign excess.
Usable property: Commercial and military type property other than scrap and waste. Any property that is still usable for its intended purpose.
Scrap: Materiel that has no value except for its basic material content.
Ferrous Metals: Contains iron or steel and displays magnetic properties.
Non-Ferrous Metals: Materials such as aluminum, bronze, copper that do not contain iron, and are non-magnetic
H Condition Property: Property that has been determined to be unserviceable and does not meet repair criteria.
Definitions (cont)
Hazardous Waste (HW): Any hazardous property that is being discarded or is no longer suitable for its intended purpose. The hazard classification can be based on either chemical or physical characteristics, and is a substance that is capable of posing a risk to the health and safety of humans or the environment if improperly handled, stored, issued, transported, labeled, or disposed of.
MILSBILLS and Fund Code: The MILSBILLS DoDAAC is a six-digit Military Billing code used to fund disposal of hazardous waste. The Fund Code is a two-character code that is service and activity/installation specific; both must be included on all waste disposal transactions. (E.g. 30 = USAF, PP = USN, 21 = USA).
Textiles: Textile items shall be segregated in accordance with waste and scrap classifications in DoD 4160.21-M. Nonreparable items made of cotton cloth, such as sheets, pillow cases, mattress covers, as well as other textiles suitable for use as wiping rags shall be accounted for as scrap on accountable records and shall be issued as scrap for use at the installation. Generating activities may not turn in fouled bedding or personal clothing without laundering or dry cleaning. Textiles from medical facilities shall be laundered before turn in to Disposition Services.

Demilitarization
Definition: The act of eliminating the functional capabilities and inherent military design features from DoD personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. DEMIL is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. DEMIL applies to material in both serviceable and unserviceable condition.
Demil Code Definitions
DEMIL A: Non-USML/Non-CCLI – No DEMIL or TSC required
DEMIL B: USML Items – Mutilation (MUT) to the point of scrap required worldwide
DEMIL C: USML Items – DEMIL required. Demilitarize installed key point(s) as DEMIL code “D”
DEMIL D: USML Items – DEMIL required. Destroy item and components to prevent restoration or repair to a usable condition
DEMIL E: DoD DEMIL Program Office (DDPO) reserves this code for their exclusive-use only.
DEMIL instructions shall be furnished by the DDPO
DEMIL F: USML Items – DEMIL required. Item managers, equipment specialists, or product specialists shall furnish special DEMIL instructions
DEMIL Q: CCLI - MUT to the point of scrap required outside the United States
DLA Disposition Services does not accept DEMIL coded G or P property.
All DEMIL and Mutilation required property must be turned into the nearest DLA Disposition Services.
Generators should check/verify WEBFLIS for the most current and up to date demil codes for correctly filling out the 1348-1A at the following website:
http://www.logisticsinformationservice.dla.mil/webflis/pub/pub_search.aspx
If the property is demilitarized prior to turn-in to the DLA, a properly executed Demilitarization Certificate must be attached to the property. Specific DEMIL instructions are available in DoD 4160.28-M.
See Attachments F & G, Page 27 for Sample DEMIL Statement & Documentation for Demil performed by Generator http://www.logisticsinformationservice.dla.mil/webflis/pub/pub_search.aspx

Requires list of missing components, vehicle maintenance record, and NO MORE than one quarter tank of fuel In addition to DD Form 1348-lA all vehicles, cranes, trailers, AAVs, and tanks must have a disposition letter. These letters are from a TACOM Item Manager allowing the vehicle to be turned in. Battle-damaged vehicles must have an Inert Certification along with the 1348-IA and the Disposition letter.
In addition to a DD Form 1348-IA an Inert Certification is required on anything that has been battle-damaged or contained AEDA. This includes all empty shells, ammo cans, range residue, and vehicles. Vehicles that were not battle-damaged do not need an Inert Certification. A letter from the command, stating the names of the qualified AEDA inspectors should accompany the Inert Certification and will be kept on record at the DLA DISPOSITION SERVICES. The letter should include the names of the certifier, verifier and must be signed by the individual who has designated those people to be AEDA inspectors.
See Attachment J, page 29 for a Sample Inert Certification
Hazardous Material/Waste Turn-in
DLA Disposition Services does not take physical custody of hazardous material/waste in the CENTCOM AOR. Disposition Services does take accountability of hazardous property in order to dispose of it through qualified contractors. We have been very successful in assisting generators of hazardous material to avoid significant disposal costs through our reutilization and sales programs. Disposition Services accepts accountability of hazardous material as a “receipt-in-place” via a Memorandum of Agreement, in accordance with DoD 4160.21-M, Chapter 10.
Therefore, the following guidance provides information to assist the generator with preparing the documentation required for DLA Disposition Services to take accountability.
Procedures for turning in hazardous property are commodity based and complex. For detailed guidance, contact Disposition Services Central Environmentalist at DSN 318-430-7344 for a copy of our Hazardous Property Customer Service Handbook.
Disposition Services only provide “receipt-in-place” for the designated hazardous material/waste storage facilities that have been authorized as an approved pick-up point. The points on Arifjan are ITTK-BOSS (Hazardous Material Recycling Yard) & ITTK-BOSS (Hazardous Waste Storage Yard).

Ozone Depleting Substances or Refrigerant Chemicals The Clean Air Act Amendments of 1990, Section 608.c, prohibit the intentional venting or releasing of ozone depleting refrigerants or their blends or substitute refrigerants to the environment. Scrap/Unserviceable Refrigeration Equipment/Appliances: Property in Supply Condition Code E, F, G, H or S must be drained of refrigerant prior to turn-in. Generating activity provides a signed statement/certificate stating the refrigerant has been removed (use DRMS Form 2016 or equivalent statement).

Reutilization
Hours of Operation at DLA Disposition Services Kuwait for reutilization customers is Sunday through
Saturday, 0700 to 1700.
DLA Disposition Services offers a wide variety of serviceable property for transfer to other DoD agencies. Property reutilized through Disposition Services is at no cost to the receiving activity, however in the CENTCOM AOR transportation arrangements and associated costs are the receiving activities responsibility.
To reutilize property from the Disposition Services account, an Assumption of Command memo (Notice of Delegation of Authority, Receipt for Supplies) with all original signatures must be on file in advance. At least one authorized representative approved on the (LOA) Letter of Authorization must be present at the time of screening to sign the requisition for the receipt of property.
It is our intent for the customer to remove property that is requisitioned at the time the property is screened. Disposition Services cannot hold property, but will allow sufficient time to prepare and execute a Transportation Movement Request (TMR) for property that has special transportation requirements.
Everyone must sign in upon arrival and have a photo ID. You will receive a Badge which must be worn while inside the Disposition Services facilities designated screening areas.
No vehicles are allowed to enter the yard during property screening. A parking area is provided outside the Disposition Services compound.
LOADING: Disposition Services representative will load the property on the customers conveyance (i.e. truck, flat bed trailer, container, etc.) however we do not initiate the Transportation Movement Request (TMR) or prepare the property for Customs if it will be exported.
Additional guidance will be provided when the property is ready to be loaded. You will be provided 2 copies of your requisition, one is your for records, the second copy is for the security guard upon departure.
HAND HELD BAR CODE SCANNER: Hand held bar code scanners are available to automate the screening process, or if preferred, a DLA Form 103 (Screeners Tally) can be used. If you choose to write the information on the DLA Form 103, a copy of what information to look for is included with the form.
When you return to the office a Disposition Services representative will download the information and print a completed Form 103 if the scanner is used.
Upon completion of the Form 103 a computer will be made available to prepare your requisitions (DD Form 1348-1A). Instructions and samples will be provided.
