This amendment is being issued to answer the below contractor questions:

1. Is a facility security clearance required for this contract? Security/background checks are performed by the installation as a part of the base access process.

2. Who is the current incumbent, contract value, and end of current contract date? The incumbent contractor is Heston Kuwait Trading Company. The current end date of the contract is 3/30/2013. The total contract value is $4,690,800.00

3. Attachment 6 (Past performance survey) what date would you like our customer e-mail them to you? Should we have them end a copy to us, so we can add it in our past performance vol.? As stated in 52.212-01(Addendum)

(e) Attachment 6 contains a past performance survey that is used to evaluate an offeror’s past performance.

The offeror shall provide the past performance survey in Attachment 6 to the past performance reference they identify in this part of the proposal for the offeror, principal subcontractor and key personnel. The past performance reference shall independently submit the survey to the Contracting Officer prior to the closing date of the solicitation. Any completed past performance survey received after the date of closing or directly from the offeror will not be considered in the past performance evaluation.

4. I understand that the major workforce will be FN’s, but do you want/require US Leads and supervisors? No they just need to speak/understand English very well and be able to effectively communicate.

5. I did not read anything about security clearance for key personnel; will that change at any time?

Security/background checks are performed by the installation as a part of the base access process. The contractors do not have access to any of our systems that would require a security clearance.

6. Would DLA consider making this a set-a-side for small businesses (SDVOSB)? No. This procurement is designated as unrestricted.

7. The Contractor should be American Company or no preference? The solicitation is an unrestricted procurement.

8. Who should provide packaging materials? Not sure what exactly is being asked here but if they are referring to shipping items to meet mission requirements like prepping property for release to a customer we will provide packaging materials.

9. What is the system should be used for inventory tracking and who should provide? Currently we use DAISY and our bar-code scanners but this will change to DSS in the near future. The system and training will be provided by the Government.

10. Can past performance with DLA outside of Kuwait be considered in addition to local experience? 52.212-1 (Addendum)(1.4)(a) states “The offeror is required to provide any current relevant information regarding the level of past performance, in terms of delivery and quality achieved under either Government or commercial contracts for the same of similar services for performance in Kuwait within the last 2 years.”

11. Will the government extend the due date of this opportunity for two weeks? An extension is not being provided at this time. Any change to the solicitation closing date will be listed in an amendment to the solicitation.

12. Will the contractor be required to provide resumes for Key Personnel? 52.212-01 (Addendum) (1.4)(b) Offerors shall submit past performance data for either the firm; and / or principal subcontractor(s); and / or key employees of the firm. “

13. Does the government have a page limit for the responses? There is no page limits for the past performance proposal. The survey form is provided as attachment 6. There is a limit to the number of past performance reference projects that will be reviewed’: 52.212-01 (Addendum) Referenced projects and corresponding

Or this is for 82 Personnel per Paragraph III.2? The performance of this contract is for a 12-month base period and two 12-month options. The estimate for the 12-month period base on workload is 82-personnel. “The contractor is responsible for determining the proper labor mix to meet performance requirements of the contract.” A surge CLIN is present to be utilized via contract modification when the Government determines additional personnel are required.
