Answers to Questions for Solicitation SP450020R0012

1) Please clarify the Unit of Measure for CLINs NR93C6, NR94C6, and FL14C6. These CLINS units are listed by the pound (LB). C6 should be listed by the unit (each). This is a Liquid CLINs also. The changes have been made in the PS. The UM should be EA and the corrected quantity is listed in the new Price Schedule.

2) Please clarify and specify the waste stream (s), estimated quantity and location for CLIN TX98. 500 drums appear to be a very large quantity for this contract for this CLIN. I’ve made the changes to reflect a QTY of 50.

3) Sites without EPA ID numbers- are they shipping non-hazardous waste only? See Listing Below at the end of this document.

4) Are there any other specific specifications beyond what the bid is asking for regarding the IMO 4k gallon requested? Have you ever requested 40 ft shipping containers for drums? This should have read a 53ft container trailer.

5) Do you have a sample of the paperwork needed for the barge? SDDC and MSC barge paperwork for shipment to and from Andros is handled by COR and Andros Island personnel respectively. Contractor will provide driver information with three working days for passes to be readied at Port Canaveral for drop off and pick up. New requirement trailers must be dropped off and pickup up NLT 1300.

Who is responsible for providing the shipping containers for lab packs and drums for barge shipments from islands? Never have done Lap packing, with the exception of Key West. However, as per the PWS, the only island which the contractor will be responsible for is Curacao islands.

3.29 ASCENSION, ANDROS, ARUBA, & CURACAO ISLANDS - CLINs 6360CM, 6361FT & 6609d.

When servicing the Curacao Islands, the Contractor shall coordinate with the COR and the12th AF representative for the movement of items including, but not be limited to, Contractor supplied packaging supplies, over-pack drums, absorbents, tools and portable scales from Port Canaveral to these FOLs

6) Has any of this waste ever been classified or considered as APHIS waste? None that we have seen

7) What is the standard turnaround time from drop off of the IMO at Cape Canaveral to the islands and then back to Cape Canaveral? Typically two to three weeks

8) In the attached MOD, question 14 states that LP14 & LP15 has been added to the price schedule. Can you please make sure because the latest one does not have it. It was driving me crazy. Or should we just use the old CLINs?

LP14 and LP15 have been removed this is reflected in the new Price schedule that accompanies this SF30.

9) For CLINS NR93 and NR94, is the C6 container supposed to be priced by the each or by the pound? Historically this has been priced by the each but the bid sheet shows pounds. The changes have been made in the PS. The UM should be EA and the corrected quantity is listed in the new Price Schedule.

10) Is any part of this contract subject to prevailing wage? The entire contract is subject to the Department of Labor wage rates.

11) Are there any preferences related to small, disadvantaged, veteran, women, owned business or set-asides? This a non-set aside unrestricted solicitation.

(a) Definitions. As used in this clause—

Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). (3) Telecommunications or video surveillance services provided by such entities or using such equipment; or

(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.

Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
