Acceptable Performance Levels Table (APL)
Acceptable Performance Level (APL) is the minimum performance of each requirement before the Government considers performance unsatisfactory. Specification of an acceptable performance level does not allow the contractor to knowingly provide defective service; it is recognition of the fact that defective performance may sometimes occur unintentionally. As long as the performance percentage does not fall below the specified acceptable performance level, the Government will not deduct for poor performance. However, the contractor shall be required to re- perform or correct the defective service or product at no additional cost to the Government.
The surveillance method shall be from Collection Summary Report(s) (CSR) furnished by the COR, customer feedback, and tracking of final disposal/recycling submittals. All negative and positive actions/performance shall be the basis for monetary deductions and/ or past performance annotations.
Performance incentives for the contractor shall include, but are not necessarily limited to, favorable impact on option exercise decisions, future awards of the same requirement, and future awards of similar requirements by Disposition Services as well as other Government and non-Government entities that may review performance of this contract.

1 Compliant Removal
Pre-Removal Submittal of shipping documentation

A disincentive fee of 5% shall be applied to each task order returned for corrections after the contractor exceeds the criteria stated in Column F until such time as performance again does not exceed criteria in column F.

1.1 Pre-Removal Notification 1-5 day 1.1.3 No more than 5 late notifications during a twelve month period of time
A disincentive fee of 5% shall be applied to each task order with late notification after the contractor exceeds the criteria stated in Column F until such time as performance again does not exceed criteria in Column F.

A disincentive fee of 10% shall be applied to each non-compliant transportation or storage and shipment to an initial TSRDF/TSDF storage task order after the contractor exceeds the criteria stated in Column F until such time as performance again does not exceed the criteria in Column F.

2 Compliant Disposal and/or Recycling
Disposal (or recycling)
On time, proper disposal or recycling IAW hazardous waste regulations and contract requirement
225 days all items or 315 days in the case of hazardous items that must be disposed of by destructive incinceration.
2.0 No more than 3 late
disposals during a 12 month period of time
A disincentive fee of 10% shall be applied to each line item disposed of late after the contractor exceeds the criteria stated in Column F until such time as performance again does not exceed the criteria in Column F.
