0-1 -R-001
(a) Certifier. A technically qualified Government representative (U.S. or foreign) appointed to sign the certification (there is a permanent waiver to allow contract labor to certify, and actually perform/supervise the required Demilitarization/Mutilation/De-manufacturing).
(b) Classified Item. A classified item is an item which must be protected from unauthorized disclosure in the interest of national security. Items of this nature are assigned a security classification.
(c) Containers. Any portable device with lid in which a scrap material is stored, transported, disposed of or otherwise handled.
(d) Contracting Officer (KO). A Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer. The Administrative Contracting Officer (ACO) refers to a contracting officer who is administering the contract. Termination Contracting Officer (TCO) refers to the contracting officer who settles contracts to be terminated. A single contracting officer may be responsible for duties in any or all of these areas. Reference in this regulation to ACO or TCO does not:
(1) Require that a duty be performed at a particular office or activity or
(2) Restrict in any way a contracting officer in the performance of any duty properly assigned.
(e) Contracting Officer’s Representative (COR). Individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions. The CORs under this contract will be located at DLA DISPOSITION SERVICES Misawa, Sagami, Iwakuni and Okinawa. The CORs will be the contractor's primary points of contact for the duration of this contract. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract.
(f) DLA DISPOSITION SERVICES Pacific. Located at Pearl Harbor, Hawaii, provides oversight of operations to the DLA DISPOSITION SERVICE Sites outside of the United States located in the Pacific.
(g) DLA DISPOSITION SERVICES Site. A DLA Disposition Services Site is a field office that processes and disposes of U.S. Government property.

(h) De-manufacturing (Deman). To render specified unusable or obsolete Government-owned electrical and electronic equipment completely unusable by total disassembly, shredding or destroying it, recovery of hazardous components and proper disposal.
(i) Demilitarization (Demil). A Government term used to define the requirement and the process of destroying Government surplus property. The purpose is to eliminate the offensive or defensive capability inherent in the equipment and prevent further use for its intended military purpose. Scrap materials received by the contractor may be coded as requiring demilitarization, or as requiring special handling under The Defense Material Disposition Manual DoD 4160.21-M and DoD 4160.22-M or Defense Logistics Agency Regulation (DLAR) 2030.1 Trade Security Control (TSC) Procedures.
(j) Government Personal Property. Property other than real property (buildings/lands) and records (files/documents) of the Federal Government.
(k) Hazardous Material (HM). Any material that is capable of posing an unreasonable risk to health, safety and property.
(l) Hazardous Waste (HW). Any wastes requiring special handling, manifesting or disposal as defined by host nation law.
(m) Incineration. A thermal treatment technology involving destruction by controlled burning at high temperatures at Government approved facilities.
(n) Material Potentially Possessing an Explosive Hazard (MPPEH) . Any substance that, by its composition and chemical characteristics, alone or when combined with other substances(s), is or becomes an explosive or a propellant, or is hazardous or dangerous to personnel, animal, or plant life, structures, equipment, or the environment as a result of blast, fire, fragmentation, radiological or toxic effects.
(o) Mutilation. The act of making material unfit for its originally intended purposes by cutting, tearing, scratching, crushing, breaking, punching, shearing, burning, neutralizing, etc.
(p) Quality Assurance. A planned and systematic pattern of all actions necessary to provide confidence to the Government that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved.
(q) Scrap. Material that has no value except for its basic material content.
(r) Segregating/Sorting. The process of breaking down an item into its individual basic material contents and sorting for better scrap grouping in appropriate Category 1 or 2 CLINs. This process is accomplished by the onsite contractor personnel at no additional cost to the Government. The basic material content is established by the DLA DISPOSITION SERVICES personnel. This determination is based on the predominant material composition by weight of an

item in the best interests of the U.S. Government. Questionable items will be determined in conjunction with the KO, COR and contractor.
(s) Solid Waste. Solid waste includes garbage, refuse and other discarded materials including solid waste material resulting from industrial, demilitarization/mutilation/de- manufacturing processes, commercial, and agricultural operations, and from community activities. Mining and agricultural solid wastes, hazardous wastes, sledges, construction, demolition wastes and infectious wastes are not included in this category.
(t) Task Order. A task order is a contractual order for services or a call against an existing order.
(u) Verifier. A verifier is a technically-qualified U.S. Government representative (American Citizen) who is designated to the certification, who actually witnesses the demilitarization/mutilation/de-manufacturing or inspects the residue, and who has the expertise to determine adequacy of demilitarization/mutilation/de-manufacturing.
