About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for DLA Distribution's solicitation SP3300-26-Q-0012. The amendment serves three primary purposes: 1) revise the Schedule of Services with corrected quantities and ceiling prices, referencing "Attachment 3 – Schedule of Services – Rev2", 2) extend the quote submission due date to 12/10/2025 at 1730 EST, and 3) provide detailed responses to six vendor questions covering submission requirements, pricing formats, maintenance labor categories, response times, subcontractor usage, and site visit expectations.

Key technical details include a requirement for corrective maintenance with a 72-hour maximum response time, allowance for certified door/dock-equipment subcontractors managed by the prime contractor, and instructions to submit pricing directly into an Excel spreadsheet. The solicitation is for maintenance services, with vendors required to quote a single labor rate for corrective maintenance tasks under Time and Materials (T&M) contract line items. The procurement is being conducted by DLA Distribution Acquisition Operations, J7, located in New Cumberland, PA, with Michael French as the point of contact.

Amendment 0002

The purpose of this amendment is to:

1. Revise the Schedule of Services. The quantities of units and the ceiling prices were incorrectly stated in the originally posted Schedule of Services. Please see “Attachment 3 – Schedule of Services – Rev2” for full details.

2. Extend the due date to 12/10/2025 at 1730EST.

3. Answer the following vendor questions:

a. Question: Beyond the CSS and SF 1449, are there any additional documents required for a complete quote? (Technical approach, past performance, safety plan, subcontractor letters, etc.)

Answer: Please see FAR 52.212-1 Instructions to Offerors – Commercial Items, and FAR 52.212-2 – Evaluation – Commercial Items, in the CSS for submission requirements.

b. Question: Should offerors enter labor rates directly into the XLSX file provided or include a separate pricing sheet in addition to the form?

Answer: Quoters should enter their pricing directly into the Excel spreadsheet “Attachment 3 – Schedule of Services – Rev2” and include this file with their submission.

c. Question: For corrective maintenance tasks that fall under T&M, will DLA require labor categories and fully burdened hourly rates, or is a single blended labor rate acceptable?

Answer: There will not be any separate labor categories; only one labor category under CLINs X007.

Quoters should quote a single labor rate to cover any corrective maintenance hourly labor required.

d. Question: The SOW outlines general performance expectations. Is there a required maximum response time for emergency or after-hours repairs?

Answer: Corrective Maintenance (CM) response should be within a maximum of 72 hours from notification from the Government that CM is required. No after-hours or emergency response is required.

e. Question: Can a prime contractor utilize certified door/dock-equipment subcontractors if all work is fully managed, overseen, and documented by the prime?

Answer: Yes, a prime contractor can use a certified subcontract. Management of the subcontractor is entirely the responsibility of the prime contractor. The Government will not provide direction to the subcontractor.

f. Question: Is an in-person site visit scheduled or required for accurate assessment before quote submission?

Answer: No site visit is being offered for this requirement.

This amendment makes no other changes.
