About this file

This document is a Performance Work Statement (PWS) Attachment 2 for Warehousing and Distribution Services at DLA Distribution San Diego, California. The performance work statement details specific requirements for warehouse and distribution operations at two Distribution Center sites: Naval Base San Diego (NBSD) and Naval Base Coronado - North Island (NBC-NI). Key operational responsibilities include material processing, receiving, storage, inventory management, packaging, shipping, and distribution of repair parts and secondary items in support of Navy vessels, Fleet Readiness Center Southwest (FRCSW), and local military activities.

The PWS outlines comprehensive operational requirements across multiple functional areas, including Material Processing Center (MPC) operations, local delivery services, pharmaceutical prime vendor handling, small boats and landing craft management, and specialized support for serialized engines and retail inventory. Critical performance expectations include processing material within specific timeframes (e.g., 10-30 calendar days for Material Turned Into Stores), maintaining precise inventory accountability, managing temperature-controlled storage, facilitating transshipments, and providing customer support services. The contractor must operate 24/7, support emergent workloads, and interface with various government organizations like Fleet Logistics Center and Naval Sea Systems Command while adhering to strict military logistics protocols and performance standards.

1. In addition to the requirements identified in Attachment 1, the Contractor shall perform all the requirements in Attachment 2, Site Specific Requirements. The requirements described in Attachment 2 are site-specific requirements in support of the Fleet units of the Department of the Navy (DoN), Fleet Readiness Center Southwest (FRCSW), and units in the San Diego County Area.

1. Throughout the contract, the term “Contractor” includes subcontractors. Additionally, throughout contract, the term “designee” may refer to the Contracting Officer’s Representative (COR), Alternate COR, or Technical Point of Contact (TPOC).

SECTION 1N GENERAL CONDITIONS AND REQUIREMENTS

This section provides general information relating to the conditions of operation and general requirements for material and distribution services.

1.1N SCOPE OF WORK

1. DDDC consists of two (2) sites. Primary wholesale support services are located at Naval Base San Diego (NBSD) and Retail support services are located at Naval Base Coronado – North Island (NBC-NI), located 6.5 miles from NBSD.

1. DDDC Material Processing Center (MPC) supports various Naval vessels home ported at NBSD and NBC-NI as well as possible temporary support to units throughout Navy Region Southwest. Support to these Naval vessels require that material be temporarily staged while awaiting delivery. Material awaiting delivery may require temporary storage for up to four (4) weeks or longer if the Naval vessel is participating in short-term training exercises.

1. Work includes a significant amount of emergent or high priority workload within all functional work areas. This is due to the high concentration of local customers that walk-in and request customer support services for expedited processing of requisitions (i.e., Bearer Walk Through) and special functions (e.g., transshipments, packaging, container fabrication).

1.2.1N INTERACTIONS WITH OTHER GOVERNMENT ORGANIZATIONS

The Contractor’s direct interactions with other Government organizations must include the designated Government personnel located onsite for situational awareness and action as required to meet contract requirements.

1.2.3N DUTY HOURS AND ACCESS TO THE HOST INSTALLATION

A. The Contractor shall provide staffing for on-call response (see Section 5.1.5.1, Attachment 1, On-Call Response Roster and Emergency Requisitions) for twenty-four (24) hours a day, seven (7) days a week support to meet the requirements in the PWS. Historically, DDDC has processed workload from 0200 – 2100 Monday through Friday and 0600 – 1400. In addition, workload is processed at the retail operations on Saturdays from 0600-1400 in support of FRCSW at NBC-NI. The Contractor shall provide staffing during the hours and on the days they deemed necessary to meet all Acceptable Performance Levels (APLs) in TE 5.0.

The MPC provides customized materiel processing for Navy afloat activities and their select shore activities (i.e., Carrier T-Sheds). Support to the Military Sealift Command (MSC) may involve providing services to deployed units as if they were homeported in the area of the MPC. Additionally, embarked unit’s materiel will be processed via the MPC for sortation and delivery purposes. The MPC is a customer focused distribution support operation that specializes in receiving and processing material for the ships. This operation views each ship as floating warehouse(s) and work center(s) which requires material delivery from the MPC to pier-side ships in a manner and configuration that reduces to the greatest extent possible the level of effort needed by the shipboard personnel to process MPC deliveries. MPC material delivery may include diversion to another deployed ship, unit, or squadron.

The Contractor shall manage and operate the Material Processing Centers (MPC) for home-ported ships (See TE 6.3N, MPC Homeported Ships). Smaller vessels will be supported by the MPC at NBSD while Naval Carriers and visiting ships will be supported at NBC-NI.

Due to the nature of MPC workload, short term increases in workload are expected when a Carrier Strike Groups (CSG), Amphibious Ready Group (ARG) deploys, independent deployers, and homeport returns. CSG/ARGs are generally deployed in six-month cycles and MPC material will start arriving several weeks before scheduled deployment. MPC workload may shift when ships deploy or return from short-term underway training exercises or operations. There are approximately 64 ships home ported in the San Diego area; and an average of 50 ships are generally in-port at any given time. Also, Military Sealift Command (MSC) ship(s) and visiting ships shall receive material through the MPC.

If the ship is not in port or scheduled for RAS (replenishment at sea), or due into port within 14 days, the Contractor shall facilitate the temporary storage of the ship’s material until the ship returns or a change is identified in the Cargo Routing Information File (CRIF) daily review.

D. The Contractor shall interface with the Fleet Logistics Center (FLC) Logistics Support Officer (LSO) or designees for the daily operational requirements for the MPC. The FLC LSO will assign each ship a designee FLC Logistics Support Representative (LSR), who will act as the primary point of contact relating to the MPC. The FLC LSO and designees are considered customers representatives for Navy Ships. The FLC LSO or designees may meet with the Contractor and KO or designee to discuss Navy MPC Operation concerns and/or changing ship material requirements.

E. The Contractor shall acknowledge MPC customer service concerns involving CASREPs within four (4) hours.
