About this file
This document is an Amendment (Amendment 0004) to Solicitation SP3300-25-R-5002 issued by the Defense Logistics Agency (DLA) Distribution, with a maximum ceiling value of $137,272,449.92. The amendment addresses vendor questions, revises multiple solicitation attachments, and adds Vertical Lift Modules to the Government Furnished Equipment list. Key revisions include updates to the Performance Work Statement, Site Specific Work Statement, Small Business Subcontracting Plan Template, Contract Data Requirement List, and various technical exhibits.
The solicitation involves distribution and logistics services, with specific focus on activities at DLA San Diego. Notable details include labor hour contract structures for Special Projects/Surge & Sustainment, requirements for a Transportation Manager with a SECRET security clearance, and complex past performance submission requirements. The proposal is due on December 2, 2025, with provisions for labor categories defined by a Collective Bargaining Agreement and potential Wage Determinations. Offerors must submit proposals across five separate electronic files, with specific guidelines for past performance, technical, and pricing submissions.

The solicitation package includes a second Attachment 1, “Attachment_1___Additional_Information_Form” that is not mentioned in the RFP nor PWS. Please provide information on the requirements of this Att 1, if any.
Attachment 1 Additional Info This form was uploaded in error. Please disregard.
The solicitation package includes a second Attachment 2, “Attachment_2___Past_Performance_Information_Form” that is not mentioned in the RFP nor PWS, but has similar information requests as the Past Performance Contract Data Table required in RFP Section 1 – Evaluation Factor 3: Performance Confidence Assessment. Please provide information on the requirements of this Att 2, if any.

This form was uploaded in error. Please disregard.
The RFP says to reference Attachment 11 – Contract Data Requirements List multiple times, but it was not included in the solicitation. Will the Government please provide Attachment 11 or direct us to the source information?
RFP pg 40 List of Documents, Exhibits and Other Attachments (a)
Attachment 11 is the Contract Data Requirements List and the associated required reports. Amendment 0004 incorporates the list and the current version of the reports.
The RFP and PWS say Attachment 21 Technical Exhibit 3.6 is Government Office Equipment, but there’s nothing in the file except a blank table titled ‘VEHICLES’ (and the file is titled ‘Vehicles’). Is the table supposed to be blank (there is no Gov Office Equipment)?
Is this file supposed to be titled Office Equip and say Office Equipment above the table?
RFP pg 40 List of Documents, Exhibits and Other Attachments (a)
TE 3.6 should have been labeled Government Vehicles. The TE has been revised. See questions 27 and 28.
The solicitation package included the following attachments, but they are not listed in the PWS 6.7 TE table:
• Attachment 26 TE 4.6 Contractor Equipment List
PWS pg 138 Attachments 26, 33, 34; 6.7 Technical Exhibits
The Site Specific PWS (Attachment 2) has been revised to show these Technical Exhibits.

4.4.2.A discusses TE 4.4 but states (if applicable). TE 4.4 is not applicable for this solicitation.
The RFP states “Acceptable Performance Levels are contained in Technical Exhibit 5.0 (Attachment 27-APLs). Each Acceptable Performance Level is identified with a priority level.” Technical Exhibit 5.0 does not identify the priority levels (PR1, PR2, PR3). Will the Government identify the priority levels for each APL in Technical Exhibit 5.0?

A revised Attachment 27, TE 5.0 Acceptable Performance Levels is attached.
The RFP requires us to send Attachment 35 - Past Performance Questionnaire to our contract references, but it was not included in the solicitation. Will the Government please provide Attachment 35 or direct us to the source information?
RFP pg 57 Past Performance Questionnaire
Attachment 35, Past Performance Questionnaire was inadvertently omitted. It was incorporated by Amendment 0002.
If CDRL A032 is listed as reserved PWS page 137, should we ignore the two different A032 files included in the solicitation package?
If not, what’s the difference between the files which have similar file names?
PWS pg 136 6.6 Mandatory Reports; A032.pdf
The duplicative CDRL A032 has been removed. Attachment 11 contains the correct version.
Please confirm that the following are outside of page limitations: E- File/Volume I, Covers, Index/TOCs, and Glossaries of Acronyms.
RFP pg 48 b. Page Limitations
Page limitations do not apply to E- File/Volume I, Covers, Index/TOCs, and Glossaries of Acronyms.
Under Section 4 – Defense Counterintelligence And Security Agency Facility Clearance, what will the Government accept for “verification” of our facility clearance?
RFP pg 51 Section 4 - DCSA DCSA issues Facility Clearance Letters. That is what the Government expects to be uploaded.
In Factor 3, please explain what the “TAB” references mean in this sentence, “Each contract reference shall be a separate, tabbed section of the Offeror’s past performance proposal (e.g. TAB 1 – Contract Reference 1, address sections 1-5; TAB 2 – Contract Reference 2, address sections 1-5; and TAB 3 – Contract Reference 3, address sections 1-5).”
RFP pg 56 Section 1 – Evaluation Factor 3: Performance Confidence Assessment
The reference to TABs means that each contract reference should be a distinct file containing all of the data requested. You may title them as Tab 1, Contractor X, Tab 2, Contractor Y, etc. Think of the E-Files as

Please clarify estimated ceiling value for this solicitation as the RFP lists it as $137,272,449.92 on page 9 and $164,726,940.00 on page 27.
RFP pg 9 and pg 27 SF 1449 and IDIQ Minimum and Maximum Quantities
The maximum ceiling value for this solicitation is $137,272,449.92. Page 27 has been corrected.
CLINs 0006, 1006, 2006, 3006, and 4006 of the RFP references PWS Section 5.8 for Special Projects/Surge & Sustainment.
However, the PWS identifies Section 5.8 as Theater Consolidation and Shipping Point (TCSP) and Section 5.19 as Special Projects/Surge & Sustainment. Please confirm the RFP Schedule for accuracy.
RFP pgs 2-7; PWS pgs 128 CLINs X006 The schedule pages (2 – 7) have been revised to show the correct section of the
PWS.
Beginning on Page 42 of 81, Solicitation Provisions, the RFP contains fill-in clauses normally contained in Section K. Where does the Gov’t want offerors to include these fill-in clauses in the Vol I submission? Also, if the offeror maintains updated Reps & Certs in their SAM.gov registration, are the fill-in clauses required, or can offerors submit a copy of the current Reps & Certs maintained in SAM.gov?
RFP pgs 42-46 Solicitation Provisions
IAW FAR 52.252-1 (page 46), states in part, “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the

RFP Instructions to Offerors, Item 3 says, “The Proposals shall be submitted as five (5) separate E-Files," but the RFP also requires us to submit two (2) Excel files (Attachment_6_CLIN_X006_Labor_Rate_Table.xlsx and Attachment_8_Staffing_Matrix.xlsx). Please confirm that we should submit at least seven (7) separate E-Files.
RFP pg 48 Instructions to Offerors
Instructions to Offerors, page 59, states that Attachment 6 should be in E-File V, Price Proposal. Page 53 states that Attachment 8 should be included in E-File II, Technical Proposal. Think of the E-Files as volumes containing different sections of the over-arching E-File.
RFP Item #2 under Transition says “POAM is not included in the technical proposal page limitation” and the subsection under that, #2.c, says to “provide a Transition Plan narrative.” Please confirm that the Transition Plan narrative is therefore ‘not included in the technical proposal page limitation.”
RFP pg 55 Transition The POAM is not included in the technical proposal page limitation. The Transition Plan narrative is included in the page limitation.
PPQ instructions say the customer should complete the PPQ and return it to the Acquisition Specialist no later than the proposal due date and time. With the government shutdown and personnel potentially not available to complete this task, please provide an appropriate extension for PPQs to be completed and returned.
RFP pg 57 Evaluation 3 The PPQs are an integral part of the proposal package which must be complete on December 2, 2025. If the shut down interferes with the complete submission of proposals, the Government may consider extending the solicitation closing date.
Many of the CDRL Block Bs and Block 5s refer to documents not included in this solicitation such as Attachments J.1, J.2, J.11, and J.28. Please confirm CDRL reference accuracy.

Attachment 8 Offerors must propose the CBA rates for the non-exempt positions discussed in the CBA.
If an offeror proposes a labor category not covered by the CBA, the Wage Determination applies.
The Government provides tables to complete as part of E-File V – Price Proposal but no Excel file template is provided. Can the Government confirm that the setup and organization of requested tables is at the offeror’s discretion, as long as the provided formats are followed?
60 2 Please create your own files using the format provided in the solicitation.
Can Offeror’s include required tables specified in RFP E-File V – Price Proposal section within RFP Attachment 6, thus creating one Excel file for submittal along with one PDF file for the written narrative?
60 2 Yes. Attachment 6 must be included in the Excel file for E-File V, Price Proposal.
Offerors may incorporate the tables into the spreadsheets for the price proposal. PDF file for the written narrative is also acceptable as part of E-File V.
The paragraph states that vehicles listed in TE 3.6 will be provided for Contractor use. When reviewing TE 3.6_Government Equipment

Regarding potential Acceptable Performance Level (APL) deductions defined under Additional Contract Administration Requirements, the requirement states that “each APL will be subject to the applicable monthly deduction.” However, per TE 27, some of the APLs are measured on an annual basis. For those APLs assessed annually, can offerors assume that potential deductions will be made on a once/year basis?
RFP p. 31; Attch 27, TE 5.0 RFP Additional Contract Admin Requirements, APL Deductions
All APLs are monitored monthly. Any deductions for those measured on an annual basis will be assessed on an annual basis.

Reference RFP CLINs 0006 – 4006; The Labor Hour – Special Projects/Surge & Sustainment CLINS reference PWS Section 5.8 however this PWS section is titled “5.8 Theater Consolidation and Shipping Point (TCSP)”. Respectfully request DLA address this discrepancy and identify the applicable PWS and/or RFP section which describes the Gov’t expectation for how offerors would operate/execute CLINs 0006-4006 during contract performance.

PWS page 128 paragraph 5.8
CLINs X006 are structured as Labor Hour CLINs. FAR 16.602 Labor-hour Contracts, defines a labor-hour contract as a variation of the time-and-materials contract, differing only in that materials are not supplied by the contractor.
Reference RFP CLINs 0006 – 4006 The Labor Hour – Special Projects/Surge & Sustainment CLINS. How will the Government task/assign work to the contractor under this CLIN? Will the Government submit a Request for Proposal (RFP)?
Will the Government prescribe the Level of Effort (LOE) requirements in the RFP (and/or accompanying PWS) or will the offeror propose the LOE in response to the requirement described in the RFP?
PWS page 128 paragraph 5.8
Task orders for CLIN X006 work are generally issued with a statement of work and an estimated cost based upon the Government’s estimated labor hours and the service provider’s Labor Rates from Attachment 6. There may be instances where the Government will request a proposal for the effort required but those actions would be the exception.
